the first Monday in December, 1966 and on the first Monday of December
every two (2) years subsequently. The polls shall remain open from 7 a.m.
until 7 p.m. for the purpose of permitting the qualified citizens of the
Town of Bel Air to vote for candidates for Town Commissioners in the
manner above specified. After the polls close the judges shall tally the
votes cast and on the day following said election shall make return of
election under the hands and seals of a majority of them, to be returned by
them to the Clerk of the Circuit Court for Harford County, in similar
manner as now provided by law in general elections. Said judges of elec-
tion shall have access to the tax books of Bel Air for the purpose of de-
termining the qualifications of any voter whose right to vote is disputed.
It shall be the duty of the Clerk of the said Court, as soon as may be after
the returns are made, to inform the Commissioners so elected, and ad-
minister to them, separately, the following oath or affirmation: "I, ........ ,

make oath (or affirmation) on the Holy Evangely of Almighty God, that
I will faithfully and impartially discharge the duties of Commissioner of
Bel Air, to the best of my ability, so help me God"; which shall be in the
test book for other offices in the custody of the said clerk, and signed by
said Commissioners, which said oaths and signing shall be deemed their
qualifications.

Section 2. AND BE IT FURTHER RESOLVED by the Commis-
sioners of the Town of Bel Air that the date of adoption of this Resolution
is the 8th day of December, 1969, and the amendment of the Charter of
the Town of Bel Air hereby enacted shall become effective on the 27th day
of January, 1970, unless a proper Petition for a Referendum hereon shall
be filed as permitted by law, provided, that a complete and exact copy of
this Resolution shall be continuously posted on the bulletin board at the
Town Office until the 17th day of January, 1970; and provided further
that a copy of the title of this Resolution shall be published in a newspaper
of general circulation in the Town of Bel Air, once in each of the four
successive weeks hereafter.

Section 3. AND BE IT FURTHER RESOLVED that the Chairman
of the Commissioners is hereby specifically enjoined to carry out the pro-
visions of Section 2 hereof, and as evidence of such compliance, the said
Chairman shall cause to be affixed to the minutes of this meeting appro-
priate certificates of publication of the newspaper or newspapers in which
the title of this Resolution shall have been published, and shall declare
the Charter amendment hereby enacted to be effective by affixing his
signature hereto in the space provided on the effective date of such amend-
ment.

Section 4. AND BE IT FURTHER RESOLVED that as soon as the
Charter amendment hereby enacted shall become effective, either as herein
provided or in due course of law following a referendum, said Chairman
shall send separately by registered mail to the Secretary of State of
Maryland, and to the Department of Legislative Reference of Maryland, a
clear certified copy of the text of the Section of the Code of Public Local
Laws of Harford County, as revised by the amendment hereby enacted,
and a certified copy of this Resolution showing the number of Commis-
sioners voting for and against it, and a report on the votes cast for or
against the amendment hereby enacted at any Referendum thereon and
the date of such Referendum.

The above Charter amendment was proposed and enacted by the
foregoing Resolution which was passed at a regular meeting of the Com-
