Pursuant to the provisions of Section 23-11 of Article 33 of the
Annotated Code of Maryland, the State Administrative Board of
Election Laws does hereby certify that at the General Election held in
the State of Maryland on November 3,1970, an Act known as Chapter
527 of the Acts of 1970 was submitted to the voters of the State of
Maryland under the provisions of Article XVI of the Constitution of
the State of Maryland, said Act being as follows:
and to add new Sections 266DD-1 to 266DD-6 of Article 41 of
the Annotated Code of Maryland (1957 Edition, 1965 Replace-
ment Volume), title "Governor-Executive and Administrative
Departments," subtitle "Department of Economic and Com-
munity Development," to be under the new subheading "Com-
munity Development Administration," to follow immediately
after Section 266 thereof:
and it is hereby certified that at said election, 229,248 votes
were cast for the adoption of said Chapter 527 and 283,462 votes were
cast against the adoption of said Chapter 527, the said Chapter 527 of
the Acts of 1970 has therefore failed of ratification.

Nine Hundred and Seventy.
