Whereas, Proper presentation could insure the inmate an objective
hearing while assisting the Board with any additional information;
and

Whereas, At the present time there are no established or published
requirements which an inmate must meet to gain parole; and

Whereas, Under the present system parole is determined by the
subjective judgment of the Board, with no established standards to
guide the inmate; and

Whereas, The publication and subsequent availability of the quali-
fication requirements for parole and rules for those on parole would
allow each inmate in the correctional system to be aware of what is
expected of him to qualify for parole and what type of conduct may
disqualify him; now, therefore, be it

Resolved by the General Assembly of Maryland, That the State of
Maryland Board of Parole be requested to recognize the importance
of proper presentation at parole hearings and prepare and publish
guidelines setting forth general requirements EXPECTATIONS to
qualify for parole as well as the requirements or rules for those on
parole and make these available to the inmates in the State's correc-
tional system.

Resolved, That copies of this Resolution be sent to the Board of
Parole.

(House Joint Resolution 4)

House Joint Resolution requesting a study to consider whether the
Baltimore City and Baltimore County Probation Departments
should be integrated into the State Division of Parole and Proba-
tion.

Whereas, At the present time there exists three separate and
independent agencies providing similar services in the field of proba-
tion in the Baltimore metropolitan area; and

Whereas, This system necessitates the creation and funding of
personnel and facilities by each governmental unit; and

Whereas, The elimination of this duplicity DUPLICATION by
the combination of men and resources into one agency may provide
greater coordination of programs and a more efficient operation;
now, therefore, be it

Resolved by the General Assembly of Maryland, That the Probation
and Parole Departments of the State of Maryland, Baltimore City,
