(Senate Joint Resolution 95)
Senate Joint Resolution requesting Railpox RAILPAX to reconsider
the portion of the new national passenger network linking Wash-
ington to Chicago so as to serve Western Maryland, western West
Virginia and western Pennsylvania.
Whereas, Railpox RAILPAX was created by Congress to relieve
private railroads of their expensive passenger burdens and to save
the service at the same time, but the plan recently announced and to
go into effect May 1, 1971 has the effect of reducing even further
the system of American passenger plans; and
Whereas, The plan excludes and therefore eliminates the "Capitol
Limited," the Baltimore and Ohio Railroad's Washington to Chicago
service which runs through Baltimore, Washington, Silver Spring,
Brunswick, Martinsburg, West Virginia, Cumberland and Connells-
ville, Pennsylvania; and
Whereas, The plan provides that the Washington-Chicago route
will pass through Baltimore and Harrisburg but will not provide
passenger service to the aforementioned cities on the "Capitol
Limited" route; and
Whereas, Under the plan, no passenger service will be available
to the areas now served by the B&O's "Capitol Limited" and in fact
no passenger service will be available to the major cities of Youngs-
town and Akron, now also served by the B&O's "Capitol Limited";
now, therefore, be it
Resolved by the General Assembly of Maryland, That Railpox
RAILPAX be requested to reconsider the portion of the new national
passenger network linking Washington to Chicago so as to serve
Western Maryland, western West Virginia and western Pennsyl-
vania; and be it further
Resolved, That copies of this Resolution be sent to Railpox RAIL-
PAX and all of Maryland's representatives in Congress.

House Joint Resolution requesting that the State of Maryland
Board of Parole consider the representation of inmates at hear-
ings before the Board and that the Board of Parole prepare and
publish guidelines setting forth general requirements EXPECTA-
TIONS to qualify for parole as well as the requirements or rules
for those on parole.
Whereas, Sometimes the atmosphere inherent in a parole hearing
coupled with an inmate's background results in his failure to effec-
tively plead his case; and
