(Senate Joint Resolution 87)
Senate Joint Resolution expressing the concern of the General As-
sembly as to the quality and availability of comprehensive health
care for the citizens of our State and nation, and to request the
Federal Government to correct the inadequacies and inequities
of the reimbursement formulas in effect regarding present health
care programs.
Whereas, The Social Security Act, Titles XIX and XVIII, (known
as the programs of Medicare and Medicaid) has been established to
purchase health services for a segment of the Maryland citizenry;
and
Whereas, The definitions of reasonable costs included in these
programs do not recognize the full financial requirements of health
care institutions; and
Whereas, These programs appear to be more concerned with
artificial cost limits than in providing needed care which is compre-
hensive and effective; and
Whereas, The citizens of this State are in effect subsidizing the
actual cost of medical care for beneficiaries of these programs because
of inequitable reimbursement formulas in effect; and
Whereas, These programs do not fulfill the promise of health care
as a right; now, therefore, be it
Resolved by the General Assembly of Maryland, That the members
of the General Assembly express their concern with the quality
and availability of health care to our citizens; and be it further
Resolved, That the President of the United States, the U. S. Con-
gress and the Secretary of Health, Education and Welfare recognize
the problems of providing adequate health care for the citizens of
this State and nation in order to correct the inequities of the present
systems of payment for this care so as to meet the legitimate needs
of our citizens and provide for a more equitable distribution of
responsibility between the State Government and the Federal Govern-
ment for underwriting the cost of quality, comprehensive health care;
and be it further
Resolved, That the Secretary of State send copies of this Resolution
under the Great Seal of the State of Maryland, to the President of the
United States, the Secretary of Health, Education and Welfare, and
to the members of the Maryland delegation in the Senate and House
of Representatives in the U. S. Congress.
