the various functions of government shall be adequately and equit-
ably financed to assure that the State and its political subdivisions
can fulfill their respective responsibilities and, that the scope of this
study should include recommendations as to the intergovernmental
fiscal relationships between the State and its political subdivisions,
including reassignment of revenue sources among the State and its
political subdivisions, the potential for developing new sources of
revenue for the State and political subdivisions, and the potential for
greater sharing of the various revenues now available to the State
and its political subdivisions, concomitant with the assignment of
functions of government; and be it further
Resolved, That the Commission membership shall be expanded
to include twelve members, four appointed by the Governor, four
appointed by the President of the Senate and four appointed by the
Speaker of the House of Delegates and that OF the twelve members,
at least two shall be members of the General Assembly, at least two
shall be elected county officials, at least two shall be elected officials
of incorporated municipalities and, at least two shall be persons
from the public or private sector with demonstrated and widely re-
spected knowledge and expertise in the field of State and local govern-
ment finance; and be it further
RESOLVED, THAT THE COMMISSION BE APPOINTED AT
THE EARLIEST POSSIBLE DATE AFTER THE ADOPTION OF
THIS JOINT RESOLUTION; AND BE IT FURTHER
Resolved, That copies of this resolution are sent to the Governor
of Maryland, the President of the Senate and the Speaker of the
House of Delegates.

House Joint Resolution requesting the Governor to establish a
Commission to deal with the problem of dangerous drugs
being romanticized fey THROUGH VOLUNTARY EFFORTS OF
the mass media and related industries.
Whereas, The mystique of dangerous drugs and the "drug
cult" is constantly being romanticized and exploited by the
motion picture, recording, publishing and related industries; and
Whereas, This exploitation represents a threat not only to the
present generation of Maryland youth, but also represents a threat
to the health of future generations; and
Whereas, Substantial controls on this exploitation AND THE
PRESENTATION OF EDUCATIONAL PROGRAMS ON DRUG
ABUSE could be accomplished through voluntary efforts of the
related industries; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Gov-
ernor establish a Commission to encourage an end to media exploita-
