tion of dangerous drugs; and be it further PROPOSE AND EN-
COURAGE VOLUNTARY EFFORTS BY THE MASS MEDIA
AND RELATED INDUSTRIES TO (1) CONTROL THE EXPLOI-
TATION OF DANGEROUS DRUGS BY INDUSTRY, (2) DEVISE
AND PRESENT EFFECTIVE AND REALISTIC PROGRAMS

and/or articles dealing with the dangers of
drug abuse, and (3) implement other appropriate
Measures to control the spread of drug abuse;
and be it further

Resolved, That this Commission be composed of representatives
of the House of Delegates, of the Senate, of the major news-
papers circulated in Maryland, of the Maryland Jaycees, of the
motion picture industry, of the radio and television stations broad-
casting to areas within the State of Maryland, of the recording
industry, and of the magazine publishing industry; and be it
further

Resolved, That this Commission shall meet as soon as possible
to encourage voluntary controls on the
exploitation of dangerous

drugs by the media related, including a system of rating phono-

graph records similar to that system now voluntarily used by

the motion picture industry; and be it further

Resolved, That this Commission encourage local broadcasting
media to apply pressure to their nationally affiliated networks to

deglamorize the use of dangerous drugs, that this Commission

further encourage all media to, as a part of their public service

duty, present more realistic programs and/or articles dealing

with the horrors of the drug problem, and that this Commission,

undertake any other appropriate measures to control exploitation

Resolved, That copies of this Resolution be sent to the Governors
AND LEGISLATURES of the several states, with the hope that sim-
ilar efforts will be pursued elsewhere.

(House Joint Resolution 101)

House Joint Resolution requesting the Legislative Council in consul-
tation with the Department of Planning, the Department of Budget
and Fiscal Planning, and the Department of Economic and Com-
munity Development to investigate the proper role of the State
in the Model Cities Program.

Whereas, The local Model Cities programs are charged with the
task of "improving the quality of urban life" for Maryland citizens
who reside in the Model Neighborhood areas; and

Whereas, This task must be carried out in a manner meeting both
Federal and State standards in areas of education, health, housing
