CHAPTER 797
(House Bill 1368)

AN ACT to modify Section 11A(8), State Parks, of Chapter 702 of
the Acts of 1970, to modify the appropriation of land acquisition
for Fort Frederick, Washington County, and to direct that upon
the effective date of this Act, the unencumbered and unexpended
balance of this appropriation be transferred to the Annuity Bond
Fund and that thereafter no further monies from this appropria-
tion be encumbered or expended.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 11A(8), State Parks, of Chapter 702 of the Acts of
1970 be and it is hereby modified to the extent that upon the effec-
tive date of this Act, the unencumbered and unexpended balance of
this appropriation shall be transferred to the Annuity Bond Fund,
and that thereafter no further monies from this appropriation shall
be encumbered or expended.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 798
(House Bill 1380)

AN ACT to repeal and re-enact, with amendments, Sections 72,73, 75,
76, 77, 80(c), 81, AND 87 and 90b of Article 26 of the Annotated
Code of Maryland (1966 Replacement Volume and 1970 Cumulative
Supplement), title "Courts," subtitle "Juvenile Causes in Mont-
gomery County," to repeal Sections 77, 78, 83(b), 89, 90(a) and 90
(c) 89 AND 90 of Article 26 of the Annotated Code of Maryland
(1966 Replacement Volume and 1970 Cumulative Supplement), title
"Courts," subtitle "Juvenile Causes in Montgomery County" and
to add a new Section 82A to the same article to provide that the
District Court for Montgomery County shall have jurisdiction in
juvenile causes to be known as the District Court for Montgomery
County, sitting as a Juvenile Court, to provide that two of the
judges of the District Court shall have as their primary duty the
handling of juvenile causes as determined by the chief judge of
the District Court; to establish the jurisdiction and the powers of
the District Court for Montgomery County, sitting as a juvenile
court; to add new definitions with respect to delinquent children,
neglected children, dependent children and those in need of super-
vision; to delete the requirement that the Montgomery County
juvenile court committee review the annual budget request pre-
pared by the chief judge; to provide for a supervisor of social
work, to be appointed by the chief judge of the District Court
upon the recommendation of the administrative judge, and set out
the supervisor's responsibilities; to provide procedures for the
place and method of detention of juveniles; to provide for appeals
