purpose of strengthening the endeavors of those groups and enlisting
their assistance in aiding the Corporation and its programs.
(d) Powers Usually Possessed by Private Corporations:
To exercise any power usually possessed by private corporations
in performing similar functions, which is not in conflict with the
Constitution and the laws of this State and do all things necessary
and convenient to carry out the powers expressly granted by this
subtitle.
(e) Facilities to Comply with Laws and Regulations:
All facilities constructed by the Corporation in furtherance of its
purposes and in the exercise of its power shall be constructed in
accordance with State and local laws and the regulations promul-
gated thereunder, and in particular Article 78A, Section 51 et.ff.
(1969 Replacement Volume), and of Article 4.3, Section 707 et.eff.
(1965 Replacement Volume), and other sections of Article US, as
pertinent, as amended from time to time.
(f) Financial Support: Policy:
The activities of the Corporation shall be supported insofar as
possible by citizen support, voluntary contributions, fees and charges,
payments from the State and Federal Government. The County
Commissioners are authorized to make annual appropriations in sup-
port of the operations of the Corporation in furtherance of the
objective of aiding and rehabilitating the physically and mentally
handicapped citizens of Harford County. In further support of the
objectives of the Corporation, the County Commissioners may make
appropriations for land acquisition and capital improvements or
borrow funds for these purposes and issue individual notes, bonds or
other evidences of indebtedness.
(g) Reports:
The Board of Directors of the Corporation shall annually report
their activities to the County Commissioners, together with a detailed
financial statement of all moneys received and expended, and with
recommendations and requests they may deem appropriate to
achieve the objectives and purposes of the Corporation.
(h) Alternate Program:
Nothing herein is intended to prohibit the County Commissioners
of Harford County from recognizing a private non-profit corporation
as its administrative agent for the aid to the retarded or handicapped
under appropriate terms and conditions and from granting funds to
any public or non-profit corporation for any type of service contem-
plated by this Act.
SEC. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.
