Baltimore metropolitan area, which properties are needed at (as)
sites upon which to erect armories for the construction of which both
State and federal funds are available; provided that this authoriza-
tion shall expire two years after June 1, 1957.3

61.

The Military Department, with the prior approval of the Board of
Public Works, is authorized and empowered to sell from time to time
the armories that are superfluous to its requirements. Any such sale
shall be
THE COUNTY OR MUNICIPAL CORPORATION
WHEREIN ANY SUCH ARMORY IS LOCATED SHALL HAVE
FIRST RIGHT OF REFUSAL TO PURCHASE SAID ARMORY,
WITH THE PRICE TO BE DETERMINED BY NEGOTIATION
BETWEEN THE PARTIES BASED ON TWO INDEPENDENT
APPRAISALS OF THE PROPERTY IN QUESTION. THE PRO-
CEEDS OF SUCH SALE SHALL BE PLACED IN THE ANNU-
ITY BOND FUND. SHOULD THE COUNTY OR MUNICIPAL
CORPORATION DECLINE TO PURCHASE THE PROPERTY, IT
SHALL BE SOLD at public sale for the highest cash price obtain-
able and the proceeds thereof shall be placed in a Special Revolving
Fund Account to be maintained by the
Comptroller. Subject to the
approval of the Board of Public Works, such proceeds from the sale
of the Maryland Military Department armories shall be utilized for
the construction of new armories, including the purchase of land if
required in connection therewith, the State's share of the cost of
construction, the renovation of existing armories, or the maintenance
of armories.
THE ANNUITY BOND FUND.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal Section 25½ of Article 52 of the Annotated Code
of Maryland (1970 Cumulative Supplement), title "Justices of the
Peace," subtitle "Criminal Jurisdiction"; to repeal Sections 4-8,
4-9, and 4-10 of the Code of Public Local Laws of Montgomery
County (1965 Edition, being Article 16 of the Code of Public
Local Laws of Maryland), title "Montgomery County," subtitle
"Bail Bonds"; to repeal Section 4-9A of the Code of Public Local
Laws of Montgomery County (1965 Edition, being Article 16 of
the Code of Public Local Laws of Maryland), title "Montgomery
County," subtitle "Bail Bonds," as enacted by Chapter 349 of the
Acts of 1966; and to enact new Sections 4-8, 4-9, 4-9A, 4-9B, 4-10,
4-10A, 4-10B, and 4-10C in lieu thereof, to stand in the place of
the sections of the Code of Public Local Laws of Montgomery
County repealed; repealing the provision dealing with cash de-
posits on bonds in criminal and motor vehicle cases in the People's
Court of Montgomery County, and providing for the creation of a
