(3) The fair average value of fuel to the extent of the percentage
reductions or exemptions in assessed valuation authorized or pre-
scribed by Sections 8A, 9 (24) and 15 of this Article in effect in the
county and/or city in which the fuel is located.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal Section 61 of Article 65 of the Annotated Code
of Maryland (1968 Replacement Volume), title "Militia," subtitle
"In General," and to enact in lieu thereof a new Section 61 to
follow immediately after Section 60 of said Article, STAND IN
THE PLACE OF THE SECTION SO REPEALED, to author-
ize the Military Department, subject to the approval of the Board
of Public Works, to sell certain armories, the proceeds thereof to
be held in a Special Revolving Fund Account, and providing fur-
ther that said proceeds are to be utilized for certain capital im-
provement and maintenance purposes, subject to the approval of
the Board of Public Works. AND TO PLACE THE PROCEEDS
THEREOF IN THE ANNUITY BOND FUND.
Whereas, certain armories are outmoded and unsuited to the pres-
ent requirements and future plans of the Military Department, their
retention is superfluous; and
Whereas, the continued efficient operation of the Military Depart-
ment requires the construction of certain new armories and the reno-
vation of existing armories; and
Whereas, the necessary program of new construction and renova-
tion may be financed out of the proceeds of sale of outmoded armories,
it would promote the public welfare and the best interests of the
Military Department to sell said outmoded armories for the aforesaid
purposes.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 61 of Article 65 of the Annotated Code of Maryland
(1968 Replacement Volume), title "Militia," subtitle "In General," be
and it is hereby repealed and a new Section 61 in lieu thereof is
hereby enacted to stand in the place of the section repealed, to follow
immediately after Section 60 of said Article, and to read as follows:

The Military Department is authorized and empowered to acquire
by purchase or condemnation certain real properties lying in the
