(II) WHEN IT IS NECESSARY TO OPERATE HEATING
AND COOLING OR AUXILIARY EQUIPMENT INSTALLED ON
THE VEHICLE;
(III) TO BRING THE VEHICLE TO THE MANUFACTUR-
ER'S RECOMMENDED OPERATING TEMPERATURE;
(IV) WHEN IT IS NECESSARY TO ACCOMPLISH THE
INTENDED USE OF THE VEHICLE;
4. FOR A PERIOD ON ONE (1) YEAR FROM THE EF-
FECTIVE DATE HEREOF, THIS SUBSECTION SHALL BE
ENFORCED BY ISSUANCE OF A WARNING. ONE (1) YEAR
FROM THE EFFECTIVE DATE OF THIS SUBSECTION IT
SHALL BE ENFORCED IN THE SAME MANNER AS OTHER
VIOLATIONS OF THIS SECTION.
5. THE PROVISIONS OF THIS SUBSECTION DO NOT
APPLY TO ANTIQUE MOTOR VEHICLES REGISTERED UN-
DER SECTION 3-825 OF THIS ARTICLE.
(d) A muffler as used herein is denned as a device consisting of
a series of chambers or baffle plates, or other mechanical design for
the purpose of receiving exhaust gas from an internal combustion
engine, and effective in reducing noise.
(e) All mufflers and exhaust pipes carrying exhaust gases from
the motor shall be of leakproof construction.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

(House Bill 542)
AN ACT to repeal and re-enact, with amendments, Section 3 of
Article 101 of the Annotated Code of Maryland (1970 Supple-
ment), title "Workmen's Compensation," subtitle "Workmen's
Compensation Commission," to change the salaries of the Chair-
man and other members of the Workmen's Compensation Com-
mission.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 3 of Article 101 of the Annotated Code of Maryland
(1970 Supplement), title "Workmen's Compensation," subtitle
"Workmen's Compensation Commission," be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
3.
The chairman of the Workmen's Compensation Commission of
Maryland shall receive a salary of [twenty] twenty-four thousand
dollars [($20,000)] ($24,000) per annum and each of the other
members shall receive a salary of [nineteen] twenty-three thousand
five hundred dollars [(19,500)] ($23,500) per annum.
