Sec. 2. And be it further enacted, That the provisions of this
Act shall not be construed to extend or apply to the terms of office
of the members of the Real Estate Commission in office on the
effective date of this Act.
Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to add new Section 59 to Article 77A of the Annotated
Code of Maryland (1969 Replacement Volume), title "Higher Edu-
cation," subtitle "Scholarships," to follow immediately after Sec-
tion 58 thereof, providing generally for the award of scholarships
by the State Scholarship Board for the preparation of teachers of
the deaf.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 59 be and it is hereby added to Article 77A of the
Annotated Code of Maryland (1969 Replacement Volume), title
"Higher Education," subtitle "Scholarships," to follow immediately
after Section 58 thereof, and to read as follows:
59.
(a) As used in this section, "training center for teachers of the
deaf" means any accredited college or university within the State
of Maryland having a program for the preparation of teachers of
the deaf which satisfies the requirements established by the Council
on Education of the Deaf for certification as teachers for the deaf.
(b) In addition to any other scholarships that may be awarded
or provided for under other provisions of this article, there shall be
a program of scholarships for the preparation of teachers of the
deaf to any training center for teachers of the deaf.
(c) Eligibility for a scholarship under this section shall be limited
to persons (1) who are senior undergraduate students or candidates
for a Master's Degree in the area of education of the deaf at a train-
ing center for teachers of the deaf, (2) who have clearly shown a
commitment to teach deaf children in the State of Maryland through
successful completion of prerequisite course work, (3) who are rec-
ommended by the training center for teachers of the deaf they are
applying to or attending after consultation with the Maryland School
for the Deaf, and (4) whose financial needs and resources meet the
requirements therefor as determined, by rules and regulations adopted
by the State Scholarship Board.
(d) Each year, the State Scholarship Board shall cause the avail-
ability and conditions of scholarships under this section to be made
known at colleges and universities both within and without this
