(c)    The Department shall not register or renew the registration
of a vehicle unless a valid certificate of title has been issued by the
Department to the owner, or an application therefor has been deliv-
ered to the Department, except as expressly authorized in this
subtitle.

(d)    The exception contained in this section shall also apply to
any motor vehicle, trailer, or semitrailer validly registered in another
state, and bearing valid license plates issued by that state, which is
brought into this State by a nonresident for the purpose of trans-
porting seasonal farm or crop workmen to be employed on Maryland
farms or for work incidental to seasonal crop operations on Maryland
farms when the vehicle is being used as an incidental part of har-
vesting operations within a distance of not more than 35 miles from
the source of the crop being harvested and when the owner of the
vehicle has secured from the Department an exemption permit for
each vehicle. The Department, upon receipt of certification by the
Superintendent of the Maryland State Police that such vehicle is
entitled to the exemption set forth in this subsection shall issue an
exemption permit on a form to be prescribed by him, which shall be
carried at all times by the operator of the vehicle for which it is issued
or in a conspicuous place on the vehicle. The exception from registra-
tion permit shall be valid for a period of 90 days from the date of
issue and shall be eligible for renewal for an additional period not
exceeding 90 days in any one calendar year by the procedure set forth
above. The Superintendent of the Maryland State Police may require
a certificate of inspection of the mechanism and equipment of the
motor vehicle and shall further require a certificate of insurance by
a company authorized to do business in the State of Maryland,
certifying that the motor vehicle is insured to the same extent as
required for Maryland residents.

(e)    Any member of the United States Congress (except members
elected from the State of Maryland) who shall make this State his
residence during his term of office in .the United States Congress
shall be exempt from obtaining Maryland license plates and registra-
tion during that time.

(f)    Any trailers or semitrailers, when operated in intrastate
services, may be duly registered in another state, provided the truck
tractor or towing vehicle is properly registered in this State and the
registered owner of said truck tractor or towing vehicle has a trailer
or semitrailer registered in this State for each truck tractor also
registered in this State.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.
