CHAPTER 601
(House Bill 1186)
AN ACT to repeal and re-enact, with amendments, Section 135A(a)
of Article 43 of the Annotated Code of Maryland (1970 Supple-
ment) , title "Health," subtitle "Practitioners of Medicine," to lower
the age of a minor who may give valid consent to diagnosis and
treatment CONSULTATION for a mental or emotional disorder
he has or professes to have.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 135A(a) of Article 43 of the Annotated Code of Mary-
land (1970 Supplement), title "Health," subtitle "Practitioners of
Medicine," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
135A.
(a) A minor who has attained the age of [18] 14 16 years and who
has or professes to have a mental or emotional disorder may consent
to diagnosis or treatment AND CONSULTATION of the disorder
by a physician or clinic. Consent given under this section shall have
in all respects the same effect as if the minor had reached majority.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, subsections (b)
and (c) and adding new subsections (d) and (e) to Section 357C
of Article 66C of the Annotated Code of Maryland (1970 Replace-
ment Volume), title "Natural Resources," subtitle "Forests and
Parks," subheading "Program Open Space"; to repeal and re-
enact, with amendments, Sections 357D(b), 357E(A) and ,
357G(a) AND 357G(C) of the same Article, title, subtitle
and subheading; and to repeal Section 357G(d) of the same
Article, title, subtitle and subheading and enact new Sec-
tion 357G(d) in lieu thereof, to stand in the place of the
section repealed; to change a certain definition to add other
definitions, to eliminate a certain exception regarding the utiliza-
tion of funds available under Project Open Space; to provide that
municipal corporations and governmental agencies may apply for
a grant for local projects by submitting their applications through
the subdivisions; and to provide a formula for the utilization of
the funds allocated a county for local projects of acquisition and
development of outdoor recreational and open space areas; and
relating generally thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
