added to Article 66C of the Annotated Code of Maryland (1970
Replacement Volume), title "Natural Resources," subtitle "Forests
and Parks," subheading "Program Open Space"; THAT SECTION
357E(A) OF SAID ARTICLE, TITLE, SUBTITLE AND SUB-
HEADING BE AND IT IS HEREBY REPEALED AND
RE-ENACTED, WITH AMENDMENTS; that Section 357G(d)
of said Article, title, subtitle and subheading be and it is hereby
repealed and that new Section 357G(d) be and it is enacted in lieu
thereof, to stand in the place of the section repealed; that Sections
357C(b), 357C(c), 357D(b) and , 357G(a) AND 357G(C) of the
same article, title, subtitle and subheading be and they are hereby
repealed and re-enacted, with amendments, all to read as follows:
357C.
(b) "Subdivision" shall mean [counties, municipalities, or any
governmental agency thereof, which is charged with providing or
which currently provides outdoor public recreation and open space
areas] the twenty-three (23) counties of the State and Baltimore
City.
(c) "Municipal Corporation" shall mean the Maryland National
Capital Park and Planning Commission and the incorporated towns
of the State.
(d) "Governmental Agency" shall mean the Department of Rec-
reation and Parks of a subdivision or municipal corporation or any
other agency of a subdivision charged with providing or which cur-
rently provides public outdoor recreation and open space areas.
[(c)] (e) "Local projects shall mean acquisition, development,
or acquisition and development of projects sponsored by the counties,
municipal corporations, or agencies thereof.

(b) The funds available under Program Open Space shall be
utilized by the State for land acquisition only and by the subdivi-
sions [primarily for the acquisition of land] for acquisition and
development. [Special exception may be made by the Director of the
Department of Forests and Parks regarding development projects of
special merit in municipal corporations.]
357E.
(A) ONE HALF OF THE FUNDS AVAILABLE UNDER
THIS PROGRAM SHALL BE APPROPRIATED BY THE GEN-
ERAL ASSEMBLY TO THESE STATE AGENCIES- THE
DEPARTMENT OF GAME AND INLAND FISH; THE DE-
PARTMENT OF FORESTS AND PARKS; AND THE ST. MARY'S
CITY COMMISSION. THESE FUNDS SHALL BE USED FOR
ACQUISITION PROJECTS. A PORTION OF THE STATE'S
SHARE OF THE FUNDS AVAILABLE UNDER THIS PROGRAM
SHALL BE UTILIZED FOR MAKING GRANTS TO BALTIMORE
CITY [FOR THE ACQUISITION OF LAND WITHIN BALTI-
MORE CITY WHICH WILL BE PART OF THE PATAPSCO
RIVER PARK AND THE JONES FALLS-CYLBURN PARK.
THESE] FOR PURPOSES WHICH MEET CRITERIA USED FOR
PARK PURPOSES; SUCH GRANTS SHALL BE IN ADDITION
