his agency covering subjects of insurance located or to be per-
formed in this State, if and to the extent (1) the State in which
the nonresident agent or broker resides or has his principal office
has a reciprocal provision in favor of agents and/or brokers
who reside in Maryland, and (2) the Maryland agent or broker
is entitled to the same commissions as a resident agent with
respect to subjects of insurance located or to be performed in the
reciprocal state.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Section 98A of
Article 77 of the Annotated Code of Maryland (1969 Replacement
Volume, 1970 Supplement), title "Public Education," subtitle
"The Public Schools," to provide that county boards of education
or the Baltimore City board of school commissioners in certain
cases may provide reimbursement for reasonable expense of legal
defense of any criminal charge brought against principals or
teachers arising out of intervention by them in any fight or phy-
sical struggle taking place in their presence in school buildings or
on school grounds and relating generally to reimbursement for
cost of legal counsel in certain criminal charges brought against
principal or teachers for acts occurring or alleged to have occurred
in the course of their duty.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 98A of Article 77 of the Annotated Code of Maryland
(1969 Replacement Volume and 1970 Supplement), title "Public
Education," subtitle "The Public Schools," be and it is hereby re-
pealed and re-enacted, with amendments, to read as follows:
98A.
(a) Principals and teachers in every public elementary and
secondary school in this State may intervene in any fight or phy-
sical struggle which takes place in their presence in school build-
ings or on school grounds, between or among students or any other
persons. The degree and force of the intervention shall be as reason-
ably necessary to restore order and to protect the safety of the com-
batants and surrounding persons.
(b) A principal or teacher, who incurs injury while thus in-
tervening shall be compensated by the county board of education
or Baltimore City board of school commissioners, as the case may
be, for necessary medical expenses resulting directly from the inter-
vention, and he shall not suffer any loss of compensation for time
lost from his school duties resulting directly from the intervention,
