board of trustees. The president of the community college shall
attend all meetings of the board, except those involving his personal
position as president. Except for regional community colleges, the
board of trustees the [superintendent] secretary-treasurer, and the
president of the community colleges are charged with the preparation
of the annual budget, its presentation to the county commissioners,
county council, or the board of estimates of Baltimore City, and the
receipt and expenditures of budgeted funds under an adequate ac-
counting system, subject to review by the auditor of the county or
of Baltimore City, as the case may be. The board of trustees shall be

styled "The board of trustees of.................. community (or junior)

college" and it may adopt a corporate seal. Except for regional
community colleges, the chairman of the board of education or the
board of school commissioners is the chairman of the board of
trustees.

(a-1) In the event that a new local board of trustees is created
pursuant to § 9 of this article, then the provisions of subsection (a)
of this section shall be inapplicable with respect to the county su-
perintendent of schools (or superintendent of public instruction).
The president of the local community college or the president of one
of the local community colleges shall be selected by the board or re-
gional board to serve as secretary-treasurer of the board.

(b) All professional and clerical employees are eligible for par-
ticipation in the Teachers' Retirement System as established and
maintained under this article.

Sec. 2. And be it further enacted, That this Act shall take effect
on July 1, 1971.

CHAPTER 598
(House Bill 1171)

AN ACT to add a new subsection (1A) to Section 59 of Article
48A of the Annotated Code of Maryland (1968 Replacement
Volume), title "Insurance Code," subtitle "Insurers: Authoriza-
tion and General Requirements," to follow immediately after
Section 59(1) thereof, to provide that non-resident insurance
agents and brokers may countersign policies upon risks in this
state when reciprocal provisions in favor of Maryland agents
and brokers are applied.

Section 1. Be it enacted by the General Assembly of Maryland,
That new subsection (1A) be and it is hereby added to Section
59 of Article 48A of the Annotated Code of Maryland (1968
Replacement Volume), title "Insurance Code," subtitle "Insurers:
Authorization and General Requirements," to follow immediately
after Section 59(1) thereof, and to read as follows:

59.

(1A) A nonresident agent or broker licensed pursuant to Sec-
tion 17 may countersign policies and bonds procured through
