"Health," subtitle "Milk and Milk Products," are hereby repealed,
and Sections 569 to 586 of said Article 43, title "Health," subtitle
"Milk and Milk Products," are hereby enacted and follow im-
mediately after Section 568G thereof, all to read as follows:

569.    Intent, Scope and Interpretation.

1.  The State of Maryland hereby finds and declares that a uni-
form law and regulation is needed to govern the production, proces-
sing, labeling and distribution of graded milk products within the
State. This law and regulations promulgated thereunder relating to
graded milk products shall be applicable throughout the State, and
shall be enforced on a statewide basis. Products produced, processed
or manufactured in accordance with the provisions of the law and
regulation may be sold in all counties, cities and towns in this State
and shall not be subject to regulation, by ordinance or otherwise,
supervision or inspection of any political subdivision wherein the
products are produced, processed, manufactured or sold.

2.  Except as otherwise provided herein by law or regulation by
the Secretary of Health and Mental Hygiene, the law and regula-
tions shall be interpreted where applicable in accordance with the
administrative procedures and appendixes contained in the current
Grade "A" Pasteurized Milk Ordinance recommended by the appro-
priate agency of the Federal government, a certified copy of which
shall be on file in the offices of the Secretary of State and Secre-
tary of Health and Mental Hygiene.

570.    Definitions. The following definitions shall apply in the in-
terpretation and enforcement of this Milk Law.

A.    Dairy or Dairy Farm. Any place, premise, or establishment
where one or more cows are kept, from which a part or all of the
milk is sold or offered for sale.

B.    Milk Plant. Any place, premise, or establishment where milk
products are collected, handled, processed, pasteurized, stored, bot-
tled, or prepared for distribution, except an establishment where
milk products are sold at retail only.

C.    Receiving Station. Any place, premise, or establishment where
raw milk is collected, cooled, processed, stored, and prepared for
delivery to a milk plant.

D.    Transfer Station. Any place, premise, or establishment where
milk is transferred directly from one milk truck tank to another for
further delivery to a milk plant.

E.    Distribution Station. Any place, premise, establishment, or
vehicle where pasteurized milk products are routinely received,
stored, or transferred for redistribution and sale.

F.    Person. Person shall mean and include any individual, part-
nership, corporation, company, firm, trustee, or association; and
the singular shall include the plural, and the plural shall include the
singular.

G.    And/Or. Where the term "and/or" is used, "and" shall apply
where appropriate, otherwise "or" shall apply.
