follow immediately after Section 270 thereof, to require the boards
or commissions of special taxing areas having the right to collect
taxes or fees WITHIN ALLEGANY COUNTY to file an annual
report within 60 days after the end of the fiscal or calendar year
with the county commissioners accounting for all taxes collected
or disbursed and generally relating thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 270A be and it is hereby added to Article 81 of the
Annotated Code of Maryland (1969 Replacement Volume), title "Rev-
enue and Taxes," subtitle "Special County and Municipal Taxes,"
to follow immediately after Section 270 thereof, and to read as
follows:

270A

AM IN ALLEGANY COUNTY, ALL special taxing-area commis-
sions or boards having the right to collect taxes or fees shall file an
annual report with the County Commissioners accounting for all taxes
collected and disbursed. This report shall be notarized and the Com-
missioners at their discretion may require a certified audit. This
report shall be filed within 60 days after the end of the fiscal or
calendar year. All reports shall be open to the public review at the
Court House and at a convenient location in the area where taxes or
fees are collected.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 554
(House Bill 677)

AN ACT to repeal and re-enact, with amendments, Section 2-315 of
Article 66½ of the Annotated Code of Maryland, (1970 Replace-
ment Volume), title "Vehicle Laws," subtitle "Highway Safety
Administration," to permit the Motor Vehicle Administration to
publish copies of the Vehicle Laws and Rules and Regulations
promulgated thereunder at a cost not to exceed the cost of prepara-
tion and mailing.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 2-315 of Article 66½ of the Annotated Code of Mary-
land (1970 Replacement Volume), title "Vehicle Laws," subtitle
"Highway Safety Administration," be and the same is hereby re-
pealed and re-enacted, with amendments, and to read as follows:

2-315. Distribution of synopsis of laws[.] and rules and regulations.

The [Department] Administration may publish a synopsis or
summary of the laws of this State regulating the operation of
vehicles and may deliver a copy thereof without charge with each
original vehicle registration and with each original driver's license.
