faithful discharge of the duties of said Treasurer. From the monies
so received the Treasurer of the Bedford Road Volunteer Fire De-
partment, its successor or successors, shall pay all proper costs, ex-
penses, claims and demands, and such principal and interest pay-
ments on any encumbrance on real estate or equipment owned by
said Bedford Road Volunteer Fire Department, its successor or suc-
cessors, as may be due, that are necessary property to maintain and
operate said Fire Department. Should the tax so collected in any one
year be inadequate to defray the said costs, expenses, claims and
demands such deficiency may be added to the amount required for
the next ensuing year and be levied and collected in the next year's
taxes, provided that the rate shall not be in excess of that above
mentioned.

In addition to the accounting required by Section 161 of this
Article, the Bedford Road Volunteer Fire Department for any year
in which special tax moneys are levied, collected, received or re-
quested, shall submit an annual budget to the County Commissioners,
said budget to be submitted on or before the 15th day of March in
each of such years. In addition the Bedford Road Volunteer Fire
Department shall also submit to the County Commissioners an ac-
counting of all expenditures made by it in, each fiscal year, which
accounting shall be submitted to the County Commissioners within
60 days from the end of the fiscal year of the Fire Department.

The special tax hereinabove provided for shall be levied, collected
and paid to the Bedford Road Volunteer Fire Department, in addi-
tion to the annual appropriation provided for in Section 160 of this
Article.
Sec. 2. And be it further enacted, That before any tax shall be
levied in Allegany County, under the provisions of this Act, the
question of such levy shall first be submitted to the qualified voters
of said contemplated fire area and approved by a majority of the
qualified voters voting thereon. Said election shall take place within
120 days after the effective date of this Bill, and the Board of Elec-
tion Supervisors of Allegany County are hereby authorized and
empowered to determine the time, place or places, and manner for
the submission of any such question to the qualified voters and for
voting thereon, and for ascertaining the results. In connection with
said election there shall be printed on the ballot or voting machines
to be used at said election the title of this Act, and underneath said
title on separate lines a square or box to the right of and opposite
with the words "For Fire Tax" and a corresponding square or box
to the right of and opposite the words "Against Fire Tax" so that
the voters shall be able to designate by a cross-mark in the proper
square or box indicated by hand or voting machine, his or her de-
cision for or against said fire tax. If a majority of the votes cast in
said area in said election shall be "For Fire Tax" then said tax shall
be levied and paid over in accordance with the provisions of this
Act, but if a majority of votes cast shall be "Against Fire Tax,"
then this Act shall be of no effect in said Election Districts, and
shall be null and void.
