license fees collected under the provisions of Section 130B, it being
the intent of the General Assembly that the operations shall be self-
sustaining and that no general funds of the State shall be applied].
The exercise or performance of all powers, authority, duties, and
functions vested in the Board by the provisions of this subtitle shall
be subject to the power and authority of the Secretary of Licensing
and Regulation as set forth in Article 41 of this Code, or elsewhere
in the laws of this State. All moneys collected under this subtitle
shall be paid over to the Treasurer and shall become general funds
of the State. Such moneys shall thereafter be disbursed by the
Comptroller only pursuant to an appropriation made in accordance
with Sections 32 and 52 of Article 3 of the Constitution or pursuant
to the provisions of Sections 1 through 15, inclusive, of Article 15A
of this Code, title "Budget and Procurement," as amended from
time to time.
Sec. 2. And be it further enacted, That any balance, as of
June 30, 1971, in a special fund account held by the Comptroller
on behalf of any of the Boards, Commissions or agencies referred
to in Section 1 of this Act shall be paid over to the General Fund
of the State.
Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to designate Frederick County as a legally constituted
region of the State of Maryland.
AN ACT TO ADD NEW SECTION 221 TO ARTICLE 25 OF THE
ANNOTATED CODE OF MARYLAND (1966 REPLACEMENT
VOLUME AND 1970 SUPPLEMENT), TITLE "COUNTY COM-
MISSIONERS," TO FOLLOW IMMEDIATELY AFTER SEC-
TION 220 THEREOF, AND TO BE UNDER THE NEW SUB-
TITLE "FREDERICK COUNTY," DESIGNATING FRED-
ERICK COUNTY AS A LEGALLY CONSTITUTED REGION
OF THE STATE OF MARYLAND AND PROVIDING THAT IT
BE UTILIZED AS SUCH BY ALL STATE DEPARTMENTS,
AGENCIES, AND INSTRUMENTALITIES.
Whereas, Frederick County constitutes an area of similar eco-
nomic, geographic, social and political conditions, and forms a natural
planning and decision making area; and
Whereas, these area-wide conditions are unique at this time to
Frederick County and dissimilar to those of the neighboring western
Maryland, Baltimore, and Washington suburban regions; Western
Maryland being separated by topography and socio-economic condi-
tions from the Frederick region and forming the Governor's Con-
ference on Appalachian Maryland which is part of the Appalachian
