Regional Commission; the Baltimore Standard Metropolitan Statis-
tical Area being the most populous and industrial in the State, and
being served by the Regional Planning Council; and the Washington
Suburban region being joined to the District of Columbia by strong
economic and social ties, and being served by the Maryland-National
Capital Park and Planning Commission, and being part of the
Metropolitan Washington Council of Governments; and

Whereas, the Frederick region has established the Frederick
County Council of Governments under Article 25, Section 26A of the
Annotated Code of Maryland (1957), and this Council of Govern-
ments has as its purpose the study of area-wide problems and plans,
the promotion of cooperative arrangements and coordination among
its member governments, and the making of recommendations for
review and action to the members and other concerned public agen-
cies; and

Whereas, the Frederick County Council of Governments has been
recognized as an area-wide planning agency by the United States
Department of Housing and Urban Development and as such meets
the planning requirements of the HUD Water and Sewer and Open
Space Programs as well as other federal programs for which these
requirements are applicable; and

Whereas, a regional designation will facilitate planning, program
design, and provision of services by State departments and agencies
and will allow the State to better coordinate the various programs,
funding mechanisms, and administrative structures which serve the
Frederick Region; now, therefore,

           Be it enacted that Frederick County be hereby designated as a

region of the State of Maryland and that it be utilized as such by all
State departments and agencies and instrumentalities for purposes of
planning, program design, and the provision of services.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEM-
BLY OF MARYLAND,
THAT NEW SECTION 221 BE AND THE
SAME IS HEREBY ADDED TO ARTICLE 25 OF THE ANNO-
TATED CODE OF MARYLAND (1966 REPLACEMENT VOL-
UME AND 1970 SUPPLEMENT), TITLE "COUNTY COMMIS-
SIONERS," TO FOLLOW IMMEDIATELY AFTER SECTION
220 THEREOF, AND TO BE UNDER THE NEW SUBTITLE
"FREDERICK COUNTY" AND TO READ AS FOLLOWS:

FREDERICK COUNTY
221.

FREDERICK COUNTY IS HEREBY DESIGNATED AS A
REGION OF THE STATE OF MARYLAND, AND IT SHALL
BE UTILIZED AS SUCH BY ALL STATE DEPARTMENTS,
AGENCIES, AND INSTRUMENTALITIES.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.
