"Licenses," subtitle "Horse Riding and Rental Stables," be and it is
hereby repealed and re-enacted, with amendments, and all to read
as follows:

ARTICLE 43
331.

The money received under the provisions of Section 330 shall be
[used and applied by said Commissioners to pay their compensa-
tion and all their expenses, including such reasonable expenses, costs
and fees as they may incur, and which they are hereby authorized
to incur out of the money so received by them, in investigating any
alleged violations of the provisions of this subtitle and in aiding in
the prosecution or procuring testimony to aid in the prosecution
of any alleged violations of any of the provisions of this subtitle,
and in generally enforcing and making effective the provisions of
this subtitle; and all surplus over and above their compensation
and their expenditures as hereinbefore and hereinafter provided
shall be paid to the State Treasurer for the use of the State.] paid
over to the Treasurer and shall become general funds of the State.
Such moneys shall thereafter be disbursed by the Comptroller only
pursuant to an appropriation made in accordance with Sections 32
and 52 of Article 3 of the Constitution or pursuant to the provisions
of Sections 1 through 15, inclusive, of Article 15A of this Code, title
"Budget and Procurement," as amended from time to time.

726.

(d) (7) The secretary of the Board shall receive and account for
all fees provided in this subtitle. These fees shall be [deposited with
the State Treasurer and credited to a special fund for payment of
all authorized expenditures of the Board. At the close of the fiscal
year, the secretary shall submit a financial report to the State
Comptroller and at that time any surplus funds shall revert to the
State treasury.] paid over to the Treasurer and shall become general
funds of the State. Such moneys shall thereafter be disbursed by the
Comptroller only pursuant to an appropriation made in accordance
with Sections 32 and 52 of Article 3 of the Constitution or pursuant
to the provisions of Sections 1 through 15, inclusive, of Article 15A
of this Code, title "Budget and Procurement," as amended from time
to time.
The secretary shall review and pay all necessary expenses
of the Board and shall be bonded in accordance with Sections 46
through 50 of Article 78A of this Code.

ARTICLE 56
130.

There is hereby created a State Board of Inspection of Horse Rid-
ing Stables, which shall be a part of the Department of Licensing and
Regulation, consisting of three (3) members to be appointed by the
Governor, with the advice of the Secretary of Licensing and Regu-
lation, for four-year terms, one member shall be a duly qualified and
licensed veterinarian and one member shall be an officer of a county
humane society. The members of the Board shall select their chair-
man. All members of the Board shall serve without compensation
but shall be allowed their actual expenses incurred in the perform-
ance of their duties [, to the extent moneys are available out of the
