with Sections 32 and 52 of Article 3 of the Constitution or pursuant
to the provisions of Sections 1 through 15, inclusive, of Article 15A of
this Code, title "Budget and Procurement," as amended from
time to time. The secretary of the Board shall, upon entering the
performance of his duties, be covered by a surety bond in accord-
ance with the provisions of Sections 46 through 50 of Article 78A of
Annotated Code of Maryland. The Board may employ such clerical,
technical, or other assistants as are necessary for the proper per-
formance of its work and may make expenditures of this fund for
any purpose which in the opinion of the Board is reasonably
necessary for the proper performance of its duties, under this article,
including the expenses of the Board's delegates to annual con-
ventions of, and membership dues to the National Council of State
Boards of Engineering Examiners, its successors or any of its
subdivisions, or other similar professional organizations. [Under
no circumstances shall the total amount of warrants issued by the
State Comptroller in payment of the expenses and compensation
provided for in this article exceed the amount of examination,
registration and renewal fees collected as herein provided.]

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 545
(House Bill 583)

AN ACT to repeal and re-enact, with amendments, Section 331 and
subsection (d) (7) of Section 726 of Article 43 of the Annotated
Code of Maryland (1965 Replacement Volume and 1970 Supple-
ment), title "Health," subtitles "Plumbing" and "Sanitarians,"
respectively; and to repeal and re-enact, with amendments, Sec-
tion 130 of Article 56 of the Annotated Code of Maryland (1970
Supplement), title "Licenses," subtitle "Horse Riding and Rental
Stables," to remove the authorization to provide Special Funds
for certain State agencies, to provide that monies collected by
certain State agencies be paid into the State Treasury, to pro-
vide that certain State agencies shall be operated only pursuant
to appropriations made in accordance with Sections 32 and 52
of Article 3 of the Constitution or pursuant to the provisions of
Sections 1 through 15, inclusive, of Article 15A of this Code, title
"Budget and Procurement," as amended from time to time, and
to provide for the disposition of the balances as of June 30, 1971,
in the Special Funds.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 331 and subsection (d) (7) of Section 726 of Article
43 of the Annotated Code of Maryland (1965 Replacement Volume
and 1970 Supplement), title "Health," subtitles "Plumbing" and
"Sanitarians," respectively, be and they are hereby repealed and
re-enacted, with amendments; and that Section 130 of Article 56
of the Annotated Code of Maryland (1970 Supplement), title
