2-316A. Limitation of exclusion or modification of warranties.
The provisions of Section 2-316 shall not apply to sales of consumer
goods, AS DEFINED BY SECTION 9-109, services or both. Any
language, oral or written, used by a seller or manufacturer of con-
sumer goods and services, which attempts to exclude or modify any
implied warranties of merchantability and fitness for a particular
purpose or to exclude or modify the consumer's remedies for breach
of those warranties, shall be unenforceable., PROVIDED HOW-
EVER, THAT THE SELLER MAY RECOVER FROM THE MAN-
UFACTURER ANY DAMAGES RESULTING FROM BREACH
OF THE ABOVE-DESCRIBED WARRANTY.
Any language, oral or written, used by a manufacturer of consumer
goods, which attempts to limit or modify a consumers remedies for
breach of such THE manufacturer's express warranties, shall be un-
enforceable, unless such manufacturer makes available facilities
within the State sufficient to provide reasonable and expeditious
performance of the warranty obligations THE MANUFACTURER
PROVIDES REASONABLE AND EXPEDITIOUS MEANS OF
PERFORMING THE WARRANTY OBLIGATIONS.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Section 14(a) of
Article 30 of the Annotated Code of Maryland (1967 Replacement
Volume and 1970 Supplement) (1971 REPLACEMENT VOL-
UME) title "Deaf, Mute or Blind," subtitle "Public Assistance to
the Needy Blind," to eliminate prior residence as a requirement for
public assistance to the needy blind.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 14 (a) of Article 30 of the Annotated Code of Maryland
1967 Replacement Volume and 1970 Supplement) (1971 REPLACE-
MENT VOLUME), title "Deaf, Mute or Blind," subtitle "Public
Assistance to the Needy Blind," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
14.
Public assistance shall be granted under this subtitle to any person
who:
(a) Lost his eyesight [while a resident of the State, or shall have
resided in the State continuously for a period of one year immedi-
ately preceding the filing of the application for public assistance;
provided, however, that the State Department is authorized and
empowered to make reciprocal arrangements with other states to
waive residence requirement when, in their judgment, the same is
