deemed necessary, so long as the waiver does not invalidate federal
matching. In the event that future federal legislation shall require
the abolition of State residence requirements as a condition for fed-
eral matching, the aforegoing State residence requirement shall be
considered abrogated and rendered null and void simultaneously with
the effective date of such federal enactment. Any blind person who
has received assistance under this subtitle between June 1, 1947, and
November 10, 1947, is hereby declared to have been eligible to receive
the same] and at the time of application for such assistance is resid-
ing in this State.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 507
(House Bill 177)

AN ACT to add new Sections 631A to 631-0, inclusive, to the Code
of Public Local Laws of Allegany County (1963 Edition, being
Article 1 of the Code of Public Local Laws of Maryland), title
"Allegany County," new subtitle "Allegany County Water Com-
mission," to follow immediately after Section 631 thereof, creating
the Allegany County Water Commission for the purpose of acquir-
ing land and other property, constructing adequate facilities for
the creation of a permanent integrated water supply and distribu-
tion system for Allegany County and its environs and further
providing for the creation of a Commission, construction of facili-
ties, acquisition of facilities, issuance of revenue bonds, the fixing
of rates for the use of such facilities and to provide for the main-
tenance and operation thereof.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 631A to 631-0, inclusive, be and they are hereby
added to Article 1 of the Code of Public Local Laws of Allegany
County (1963 Edition, being Article 1 of the Code of Public Local
Laws of Maryland), title "Allegany County," new subtitle "Allegany
County Water Commission," to follow immediately after Section 631
thereof, and to read as follows:

ALLEGANY COUNTY WATER COMMISSION
631A.

(a)    Pursuant to the provisions of Section 387C of Article 43 of
the Annotated Code of Maryland, the Allegany County Water Com-
mission is hereby created and authorized to exercise, for the purposes
herein set forth, all powers herein delegated to it. The word
"Commission" as used herein is defined to mean the Allegany County
Water Commission.

(b)    Members; Office; Employees. The Commission shall be com-
posed of nine (9) ELEVEN (11) members all of whom shall be
