Any power, approval or act set forth in this Chapter given or done
by the Commission shall not become final until first approved by the

County Commissioners of Frederick County.

   Sec. 2. And be it further enacted, That this Act is hereby de-

clared to be an emergency measure and necessary for the imme-

passed by a yea and nay vote supported by three fifths of all the
members elected to each of the two Houses of the General Assembly,

the same shall take effect from the date of its passage.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
SHALL TAKE EFFECT JULY 1, 1971.

of said Article, title and subtitle of the Code (1970 Supplement),
subheading "Part VI. Special Plates for Dealers, Transporters
and Finance Companies"; to repeal and re-enact, with amend-
ments, Sections 3-806 (f), 3-831 (d), 3-832 (a), 3-832 (b) and
3-833 of said Article, title and subtitle of the Code (1970 Supple-
ment), subheading "Part VIII. Fees Connected with Registration
and Titling"; to repeal and re-enact, with amendments, Section
3-909 (b) of said Article, title and subtitle of the Code (1970 Sup-
plement) , subheading "Part IX. Bus Taxation Proration and Reci-
procity Agreement"; to repeal and re-enact, with amendments,
Sections 5-201.1 (a), 5-205, 5-206 and 5-207 of said Article and
title of the Code (1970 Supplement), subtitle "Licensing of Deal-
ers, Wreckers, Scrap Processors and Vehicle Salesmen," subhead-
ing "Part II. Wreckers and Scrap Processors"; to repeal and re-
enact, with amendments, Sections 5-601 and 5-606 of said Article,
title and subtitle of the Code (1970 Supplement), subheading "Part
VI. Suspension and Revocation of Wrecker's and Scrap Processor's
Licenses"; to repeal and re-enact, with amendments, Section
6-102.4 (a) of said Article and title of the Code (1970 Supple-
ment), subtitle "Drivers' Licenses," subheading "Part I. Issuance of
Licenses, Expiration and Renewal"; to repeal and re-enact, with
amendments, Section 6-205.1 (d) of said Article, title and subtitle
of the Code (1970 Supplement), subheading "Part II. Cancella-
tion, Refusal, Suspension or Revocation of Licenses"; to repeal
and re-enact, with amendments, Section 7-218 (b) of said Article
and title of the Code (1970 Supplement), subtitle "Financial Re-
