mission, and such other agencies, commissions, boards, committees
or units of State government as may be declared to be a part of
the Department of Employment and Social Services; to provide
for the establishment of a Board of Review for said Department,
the duties of said Board of Review being to make recommenda-
tions to the Secretary regarding the operation and administration
of the Department, to hear and determine appeals from certain
decisions of the Secretary or administrations or agencies within
the Department; to provide that the Secretary be responsible for
the budget of his office as well as the boards, offices, and agencies
within the jurisdiction of his Department; to provide that the
Secretary be responsible for promulgating rules and regulations
for his office, and to permit the Secretary to create advisory
boards and to provide that if no advisory boards are created, the
Board of Review shall advise the Secretary as to matters affect-
ing the Department, to provide that the Secretary have a seal
for purposes of his office; to provide that the Employment Security
Administration be established and continued as the successor to
the Department of Employment Security presently existing in the
laws of Maryland and to provide that the Employment Security
Administration have all the powers, duties, Responsibilities, and
functions provided in the laws of Maryland for the Department
of Employment Security; to provide that the Social Services Ad-
ministration be established to continue the duties of the State
Department of Social Services and said Social Services Adminis-
tration shall have the powers, duties and responsibilities set out
in the laws of Maryland for the State Department of Social
Services; and providing that the Vocational Rehabilitation Ad-
ministration be established and continued as the same Division
of Vocational Rehabilitation of the State Department of Educa-
tion existing prior hereto, said Vocational Rehabilitation Adminis-
tration to have all the powers, duties, responsibilities and functions
provided in the laws of Maryland for the Division of Vocational
Rehabilitation of the State Department of Education,
to provide
that all references in the laws of Maryland relating to the Depart-
ment of Employment Security, AND the State Department of Social
Services, and the Division of Vocational Rehabilitation shall be
deemed to mean the respective new administrations established
by this Act; to provide for the appointment of members to the
various boards, agencies, commissions and units of State govern-
ment included in the Department of Employment and Social Serv-
ices; and relating generally to the laws of Maryland involving
those boards, commissions, bureaus, offices, agencies and units
of State government to be included in the Department of Employ-
ment and Social Services and providing generally for the estab-
lishment of said Department of Employment and Social Services.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 205 of Article 41 of the Annotated Code of Maryland
(1957 Edition, 1965 Replacement Volume, 1969 Supplement), title
"Governor—Executive and Administrative Departments," subtitle
"State Department of Social Services," be and it is hereby repealed
in its entirety and that new Sections 205, 205A, 205B, 205C, 205D,
205E, and 205F are hereby enacted, BE AND THEY ARE HEREBY
ENACTED IN LIEU THEREOF, to be under the same title but
under the new subtitle "The Department of Employment and Social
Services," all to read as follows:
