partments," subtitle "State of Maryland Office of Economic Oppor-
tunity"; and to repeal and re-enact, with amendments, Sections 2
(a), (c), and 4 (b) of Article 70B of the Annotated Code of Mary-
land (1957 Edition, 1967 Replacement Volume, 1969 Supplement),
title "Commission on the Aging"; and to repeal and re-enact, with
amendments, Sections 134, 136, 137, 138, 139, 140, and 141 of
Article 77 of the Annotated Code of Maryland (1957 Edition, 1969
Replacement Volume), title "Public Education," subtitle "Voca-
tional Rehabilitation," and to add new Sections 141A, 141B, 141C,
141D and 141E to Article 77 of the Annotated Code of Maryland
(1957 Edition, 1969 Replacement Volume), title "Public Educa-
tion," subtitle "Vocational Rehabilitation," to follow immediately
after Section 141 thereof; and to repeal and re-enact, with amend-
ments, Section 3 of Article 96½ of the Annotated Code of Maryland
(1957 Edition, 1964 Replacement Volume, 1969 Supplement), title
"Veterans," subtitle "Relief Fund"; to create in the Executive
Branch of Maryland Government, a Department of Employment
and Social Services, to be headed by the Secretary of Employment
and Social Services, and to provide for the duties and responsi-
bilities of said Secretary, as well as the staffing of said Depart-
ment, to provide that said Secretary shall be responsible for the
operation of the Department of Employment and Social Services,
and requiring the Secretary to establish guidelines and proce-
dures to promote the orderly and efficient administration thereof,
to provide further that said Secretary be responsible for carrying
out the Governor's policies with respect to all matters assigned
to said Department; to provide for the appointment of a Deputy
Secretary and such office assistants, professional consultants, and
employees as may be provided by law or the State budget; to pro-
vide that the Attorney General be the legal advisor to the Depart-
ment of Employment and Social Services; and to provide that
the following boards, commissions, committees, councils, depart-
ments, divisions and other units of State government shall be
included within the Department of Employment and Social Serv-
ices—the Employment Security Administration, the Board of
Appeals of said Employment Security Administration, the Social
Services Administration, the State Board of Social Services, the
Advisory Council on Child Welfare, the Office of Economic Oppor-
tunity, the State Coordinating Commission on Problems of the
Aging, the Vocational Rehabilitation Administration, the Injured
Workers Rehabilitation Committee, the Maryland Veterans Com-
