THE DEPARTMENT OF EMPLOYMENT AND
SOCIAL SERVICES
205.
(a) The Department of Employment and Social Services is
hereby created as a principal department of the State Government.
The head of the Department of Employment and Social Services
shall be the Secretary of Employment and Social Services, who shall
be appointed by the Governor with the advice and consent of the
Senate.
(b) The Secretary of Employment and Social Services shall re-
ceive such salary as provided in the State Budget. The Secretary
shall serve at the pleasure of the Governor, shall be directly respon-
sible to the Governor, shall counsel and advise the Governor on all
matters assigned to the Department of Employment and Social
Services, and shall be responsible for carrying out the Governor's
policies with respect to such matters.
(c) The Secretary of Employment and Social Services shall be
responsible for the operation of the Department of Employment and
Social Services, and shall establish guidelines and procedures to pro-
mote the orderly and efficient administration thereof. He may estab-
lish areas of responsibility within his office and may reorganize or
abolish the same as necessary to fulfill effectively the duties assigned
to him.

The following Boards, Commissions, Committees, Councils, De-
partments, Divisions and Offices of the State government shall be
included within the Department of Employment and Social Services:
the Employment Security Administration established pursuant to
Section 205F of this Article, the Board of Appeals of such Employ-
ment Security Administration, the Social Services Administration
established pursuant to Section 205F of this Article, the State Board
of Social Services, the Advisory Council on Child Welfare, the Of-
fice of Economic Opportunity, the State Coordinating Commission
on Problems of the Aging, the Vocational Rehabilitation Adminis-
tration established pursuant to Section 205F of this Article, the
Injured Workers' Rehabilitation Committee, the Maryland Veterans
Commission, and such other agencies, boards, commissions, commit-
tees, councils or units of government as may hereafter pursuant to
law be declared to be part of the Department of Employment and
Social Services.
205B.
(a) The Secretary of Employment and Social Services shall ap-
point, with the approval of the Governor, a Deputy Secretary who
shall serve at the pleasure of the Secretary and who shall receive
such compensation as is provided in the State Budget. The Deputy
Secretary of the Department of Employment and Social Services
shall have such duties as are delegated by the Secretary and shall
be the acting Secretary during periods when the Secretary may be
absent from the State or otherwise unavailable.
