(b) Scholarships under this section shall be awarded to those
persons [who (1) ] (1) who are residents of Charles County [,] ;
(2) who make application to the County Commissioners of Charles
County, at such times and places and in a manner to be determined
and announced by the County Commissioners [,]; (3) whose
applications are reviewed and favorably recommended by a scholar-
ship committee appointed by the County Commissioners which said
scholarship committee shall consist of five (5) members appointed
by the County Commissioners and said committee shall include a
Doctor of Medicine, an educator, a nurse, an ordained minister,
and one other person [,]; and all of said members of the scholar-
ship committee [to] shall be full-time residents of Charles County
[,]; and each of the five members shall have four year appointments,
except that those appointments made or confirmed initially shall be
one for one year, one for two years, one for three years and two for
four years, beginning July 1, 1970; (4) who are selected by the
County Commissioners after such review and recommendation by
the [staff of Physicians Memorial Hospital,] scholarship committee
on the basis of demonstrated aptitude, interest and ability, and
financial need [,]; and (5) who furnish surety bonds to the County
Commissioners of Charles County, in such amount and with such
surety as the Commissioners may determine, the condition of which
bonds shall be that the applicant, provided he or she completes
the course of study for which the scholarship is awarded, practices
in his or her field in Charles County for a period of not less than
two years within a period, following completion of such course of
study, of three years extended by the duration of any military serv-
ice of the applicant commencing in such three year period.
(c) Scholarship may be awarded under this section for study
at any accredited institution within Maryland, Virginia or the
District of Columbia offering courses of instruction in the scholar-
ship holder's field. [Each scholarship shall cover the full tuition
and fees charged by such institution for such course of instruction,
but no further amounts, shall be paid by the County Commissioners
directly to the institution, and shall continue as long as the holder
is satisfactorily progressing toward completion of his or her course
of instruction.] The amount of each scholarship shall be recom-
mended by the scholarship committee to the County Commissioners.
Nothing herein contained shall in any way impair or affect control
by the several institutions of their operation or of the studies
pursued therein or of the standards and qualification required for
admission and continued study in such institutions.
(d) The award of scholarships under this section shall commence
in fiscal [1966-67] 1970-71 and shall continue thereafter; provided
that no more than fifteen persons in all of the several categories
may hold scholarships at any one time.
(e) The County Commissioners are authorized and empowered
to appropriate funds for scholarships hereunder from the general
funds of Charles County.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.
