[3rd] (3) To encourage, promote and develop the welfare of wage
earners.

31.

(a) There is hereby created within the [Department] Division
of Labor and Industry, an Occupational Health and Safety Advisory
Board (hereinafter referred to as "the Board") consisting of seven
members, of whom two shall represent industry, two shall represent
labor, two shall represent the health professions, and one, who shall
serve as chairman, shall represent the public. At least one of the
members representing industry and at least one of the members
representing labor shall have practical knowledge and experience in
occupational safety work, and at least one of the members represent-
ing the health professions shall have practical knowledge and
experience in occupational health work. Both of the members rep-
resenting the health professions shall be recommended for appoint-
ment by the Secretary of the Department of Health and Mental
Hygiene.
The members of the Board shall be appointed by the
Commissioner of Labor and Industry with the approval of the
[Governor] Secretary of Licensing and Regulation for a term of six
years or until their successors are appointed and qualified and such
appointments are approved by the [Governor] Secretary. [In the
initial appointment of the two members of the Board representing
the health professions, one member shall be appointed for a term of
three years.] Vacancies shall be filled by appointment for the un-
expired term by the Commissioner of Labor and Industry with the
approval of the [Governor] Secretary in the same manner as the
original appointments. The Commissioner of Labor and Industry
shall be an ex officio member of the Board but shall have no vote and
receive no additional compensation for duties performed in connec-
tion therewith.

51.

(a) The Apprenticeship and Training Council, hereby created as
part of the Department of Licensing and Regulation,
shall consist
of six regular members and one ex officio member, all of whom shall
be appointed by the Governor of Maryland, with the advice of the
Secretary of Licensing and Regulation and
with the advice and con-
sent of the Senate of Maryland. Three of the regular members shall
be representatives of employee organizations; three shall be repre-
sentatives of employers. The Commissioner of Labor shall serve
ex officio and shall vote only in case of a tie vote. The State Director
of Vocational Education and the State Supervisor of the Bureau of
Apprenticeship and Training U. S. Department of Labor, shall serve
as consultants to the Council, without vote. The Governor, with the
advice of the Secretary of Licensing and Regulation,
is authorized to
appoint not to exceed three additional consultants to the Council
from the public at large.

53.

The duties of the Council shall be to:

(1) Determine the apprenticeability of trades in the State of
Maryland;
