(2)  Encourage the establishment of local apprenticeship com-
mittees where such committees are needed; and to approve their pro-
grams ;

(3)  Formulate and adopt standards of apprenticeship which
safeguard the welfare of apprentices, being guided, but not controlled
by the standards of apprenticeship recommended by the federal
committee on apprenticeship; and provide guidance and counsel on
the establishment of other forms of on-the-job training;

(4)  Formulate policies for the overall apprenticeship program;

(5)  Register standards of apprenticeship of such groups or
employers as elect to conform with the provisions of this subtitle;

(6)  Register apprenticeship agreements which conform to the
standards of apprenticeship adopted by the Council;

(7)  Issue certificates of completion of apprenticeship to appren-
tices who are registered with the Council when such apprentices
have completed successfully their apprenticeship;

(8)   Seek all information pertaining to apprenticeship training in
the State;

(9)   The Council shall prescribe its rules of procedure and duties
of the chairman, director and secretary; subject to the provisions
of this law;

(10)  Perform such other functions as the Governor or the Secre-
tary of Licensing and Regulation
may direct or as may come within
the scope of the Council.

Sec. 28. And be it further enacted by the General Assembly of
Maryland,
That Section 165A of Article 56 of the Annotated Code of
Maryland (1957 Edition, 1968 Replacement Volume, 1969 Supple-
ment), title "Licenses," subtitle "Fee-Charging Employment Agen-
cies," be and it is hereby repealed and re-enacted, with amendments,
to read as follows:

165A.

There is hereby created within the [Department] Division of
Labor and Industry an employment agency advisory board, consist-
ing of seven members, which shall be appointed by the Commissioner
of Labor and Industry with the approval of the Secretary of Licens-
ing and Regulation and of the
Governor. Among the members of
the advisory board shall be three representatives of employment
agencies and four disinterested persons representing the public. One
of the public members shall be designated by the [Governor] Sec-
retary of Licensing and Regulation
to serve as chairman. Representa-
tives serving on the board shall be geographically apportioned over
the State. The Commissioner shall appoint one member from each
group for a term of two years, one member of each group for a
three-year term, one member of each group for a four-year term,
and the chairman to be designated by the [Governor] Secretary of
Licensing and Regulation
for a four-year term. Appointments shall
thereafter be for a term of four years, except that in the event of
any vacancy the appointment shall be for the unexpired term of
the holder thereof. It shall be the duty of the advisory board to
assist the Commissioner in the formulation of rules and regulations
