1968 Replacement Volume), title "Licenses," subtitle "Real Estate
Brokers," be and they are hereby repealed and reenacted, with
amendments and new Section 215A be and it is hereby added to
the same Article, title, and subtitle to follow immediately after
Section 215 thereof, all to read as follows:

213.

(a) The Real Estate Commission of Maryland is created and shall
be a part of the Department of Licensing and Regulation.
The
Commission shall consist of seven members, five of whom shall be
residents respectively of (1) one of the nine counties (Cecil, Kent,
Queen Anne's, Caroline, Talbot, Dorchester, Wicomico, Worcester,
Somerset) of the Eastern Shore; (2) one of the four counties (Har-
ford, Baltimore, Carroll, Howard) of Central Maryland; (3) Balti-
more City; (4) one of the five counties (Anne Arundel, Prince
George's, Calvert, Charles, St. Mary's) of Southern Maryland; and
(5) one of the five counties (Montgomery, Frederick, Washington,
Allegany, Garrett) of Western Maryland. Two other members shall
be appointed from the State of Maryland, at large. [Until May 31,
1967, the chief of the License Bureau of the State of Maryland shall
serve as one of the two members appointed from the State at large,
and shall act as chairman of the Commission.]

(c) The present members of the Commission shall continue to
serve for the terms for which they were respectively appointed,
[except the chief of the license bureau of the State of Maryland,
who shall continue to serve as chairman of the Commission until
May 31, 1967.] From time to time upon the occurring of vacancies
upon the Commission, as now constituted, whether such vacancies
shall happen by reason of the expiration of the terms for which the
members of said Commission were appointed, respectively, or by
reason of any other cause, the Governor, with the advice of the
Secretary of Licensing and Regulation and
[shall,] with the advice
and consent of the Senate of Maryland, shall appoint a person to
fill each vacancy thus occurring, so that said Commission shall con-
tinue to consist of seven persons as aforesaid. Each person so ap-
pointed shall be appointed for a term of four years, beginning as
of June 1 in the year in which appointed, or in case of a vacancy
occurring during the term for which any member of said Commis-
sion may have been appointed, then for the unexpired portion of
said term. Every appointment shall be for the period indicated, or
until a successor is appointed and qualifies.

214.

(a) The Commission, subject to the approval of the Secretary of
Licensing and Regulation,
shall employ [and may discharge at its
pleasure] an executive director and such assistants as may be neces-
sary and do all other things deemed necessary to discharge the
duties imposed by and to effect the purposes of this subtitle, who
shall serve at the pleasure of the Commission. Said persons may be
removed without cause by either the Commission or the Secretary
of Licensing and Regulation, provided that the Commission shall not
remove said persons without the approval of the Secretary of Licen-
sing and Regulation.
The executive director shall possess a broad
knowledge of the generally accepted practices in the real estate
business in this State and be reasonably well informed as to the
