the office of the Secretary of State a complete statement of all
charges made against such commissioner, and his findings thereon,
together with a complete record of the proceedings. No person shall
be eligible for appointment or shall hold the office of commissioner
or be appointed by the Commission, or hold any office or position
under the Commission, who holds any official relation to any associa-
tion or corporation engaged in or conducting racing within the State
of Maryland, or hold stock or bonds therein, or who has any pecuni-
ary interest therein.

Said Commission shall meet at such times and places within the
State of Maryland as the Commission shall determine. The members
thereof shall be entitled to their reasonable expenses for each meet-
ing so attended. A majority of the commissioners shall constitute a
quorum for the transaction of any business, for the performance of
any duty, or for the exercise of any power of the Commission. The
Commission may appoint such officers, inspectors and experts as
may be necessary who shall serve during the pleasure of said Com-
mission and may appoint a secretary and such clerks and stenogra-
phers as may be necessary, who shall be members of the merit sys-
tem. The secretary shall keep a record of all proceedings of the
Commission, and shall preserve all books, maps, documents and
papers belonging to the Commission or intrusted to its care, and
perform such other duties as the Commission may prescribe. The
Commission shall make an annual report to the [Governor] Secre-
tary of Licensing and Regulation on or before the first day of
January, which report shall include a statement of receipts and dis-
bursements by the Commission, and any additional information and
recommendations which the Commission may deem of value.

(c) The Maryland-Bred Race Fund advisory committee, under
jurisdiction of the Maryland Racing Commission, is hereby estab-
lished and shall be a part of the Department of Licensing and Regu-
lation. The committee shall consist of five members to be appointed
by the Commission, with the approval of the Secretary of Licensing
and Regulation, by June 1 of each year. The committee shall consist
of two members of the Maryland Horse Breeder's Association,
recommended by it; one member from the mile track associations,
recommended by them; one member from the half-mile track asso-
ciations, recommended by them; and one member of the Commis-
sion designated by it. If any member other than the Commission
member has not been recommended by June 1 of each year, the
Commission with the approval of the Secretary of Licensing and
Regulation shall make an appointment for the organization failing
to so recommend a member of the committee. The committee shall
assist and advise the Commission in administering the Maryland-
Bred Race Program and the Maryland-Bred Race Fund. The mem-
bers of the committee shall receive no compensation for their services
as members.

Sec. 10. And be it further enacted by the General Assembly of
Maryland, That Sections 213 (a), (c), 214 (a), (d), and 215 (a)
of Article 56 of the Annotated Code of Maryland (1957 Edition,
