Sec. 7. And be it further enacted by the General Assembly of
Maryland, That Sections 14, 15 (1), 16 (1), 17 and 23 of Article
48A of the Annotated Code of Maryland (1957 Edition, 1968 Re-
placement Volume, 1969 Supplement), title "Insurance Code," sub-
title, "Insurance Department and Insurance Commissioner," be and
they are hereby repealed and re-enacted, with amendments, to be
under the same title but to be under the new subtitle "Insurance
Division and Insurance Commissioner," all to read as follows:

14.

(1)  [There shall be continued a department known as the State
Insurance Department of Maryland, the purpose and function of
which shall be the execution of the powers and duties of the Com-
missioner as provided by this article.] The Insurance Division is
established and continued as the same State Insurance Department
of Maryland hitherto existing. The Insurance Division shall be part
of the Department of Licensing and Regulation, the purpose and
function of which shall be the execution of the powers and duties of
the Commissioner as provided by this article. The Insurance Division
shall have the powers, duties, responsibilities and functions pro-
vided in the laws of this State for the State Insurance Department.
All references in this Code, in any other laws of this State, or in
ordinances, resolutions, rules, regulations, legal actions, directives
or documents to the State Insurance Department shall be deemed to
mean the Insurance Division. From and after July 1, 1970, all rights,
powers and duties, obligations and functions heretofore conferred
upon or exercised by the State Insurance Department shall be trans-
ferred to and be exercised by the Insurance Division, subject to the
authority of the Secretary of Licensing and Regulation as set forth
in Article 41 of this Code, or elsewhere in the laws of this State.
The principal office of the Division shall be located in the City of
Baltimore.

(2)  The Insurance [Department] Division shall be under the
control and supervision of the Commissioner.

15.

(1) The Commissioner shall be appointed by the Secretary of
Licensing and Regulation, with the approval of the Governor, and
shall serve [a term of 4 years beginning on the first Monday of
May succeeding his appointment and until his successor shall be
appointed and shall qualify] at the pleasure of the Secretary.

16.

(1) The Commissioner, subject to the approval of the Secretary of
Licensing and Regulation, shall appoint a deputy insurance commis-
sioner and during a vacancy in the office of the Commissioner, or in
the absence or disability of the Commissioner for any reason, the
deputy commissioner shall exercise all of the powers and duties
vested by law in the Commissioner.

17.

The Commissioner, subject to the approval of the Secretary of
Licensing and Regulation, shall set up within the [Department]
Division such divisions or sections as he may deem necessary for
