The Central Licensing Office is hereby abolished. From and after
July 1, 1970, all rights, powers, duties, obligations, and functions
heretofore conferred upon or exercised by the Central Licensing
Office shall be transferred to and be exercised and performed by the
Secretary of Licensing and Regulation, unless otherwise provided
by law.
Sec. 2. And be it further enacted by the General Assembly of
Maryland, That Sections 109, 110 and 112 of Article 56 of the Anno-
tated Code of Maryland (1957 Edition, 1968 Replacement Volume)
title "Licenses," subtitle "Boxing, Sparring and Wrestling," be and
they are hereby repealed and re-enacted, with amendments, and
new Section 111 A be and it is hereby added to the same Article, title
and subtitle to follow immediately after Section 111 thereof, all to
read as follows:
109.
The State Athletic Commission shall be a part of the Department
of Licensing and Regulation. The members of the State Athletic
Commission as at present constituted shall hold office for the period
of their appointment. Thereafter their successors shall be appointed
by the Governor with the advice of the Secretary of Licensing and
Regulation for a term of six years. The Commission shall maintain
general offices for the transaction of its business in the City of Balti-
more. The members of the Commission shall, at their first meeting
after their appointment, elect one of their number chairman of the
Commission and shall adopt a seal for the Commission, and make
such rules for the administration of their office, not inconsistent here-
with, as they may deem expedient; and they may hereafter amend
or abrogate such rules. Two members of the Commission shall con-
stitute a quorum to do business; and the concurrence of at least two
commissioners shall be necessary to render a choice or decision by
the Commission, and each member of the Commission shall be en-
titled to receive his actual and necessary traveling expenses and
other expenses incurred by him in the performance of his official
duties, and in addition thereto the chairman of said Commission shall
receive an annual salary of fifteen hundred dollars ($1,500.00), and
each of the other commissioners shall receive a salary of twelve
hundred dollars ($1,200.00), said expenses and said salaries shall be
payable out of the license fees hereinafter provided. Each of said
commissioners shall, upon entering the performance of his duties,
be covered by surety bonds in accordance with the provisions of
Sections 46 through 50 of Article 78A of the Annotated Code of
Maryland.

The secretary to the Commission shall be entitled to all the rights
and privileges under Article 64A of the Annotated Code of Mary-
land, title "Merit System," and the present secretary shall be in-
cluded and continue to serve in his present position without examina-
tion. The secretary shall keep a full and true record of all its pro-
ceedings, preserve at its general offices all its books, documents and
papers, prepare for service such notices and other papers as may be
required of him by the Commission, and perform such other duties
