REVISE THE RULES AND REGULATIONS OF ALL OF THE
DIVISIONS, BOARDS, COMMISSIONS, OFFICES, AND OTHER
AGENCIES WITHIN THE JURISDICTION OF THE DEPART-
MENT OF LICENSING AND REGULATION. NO SUCH RULE
OR REGULATION SHALL BE EFFECTIVE UNTIL APPROVED
BY THE SECRETARY.]

(B) THE SECRETARY OF LICENSING AND REGULATION
SHALL BE RESPONSIBLE FOR PROMULGATING RULES AND
REGULATIONS FOR HIS OFFICE. HE SHALL REVIEW AND
SHALL HAVE THE POWER TO APPROVE, DISAPPROVE OR
REVISE THE RULES AND REGULATIONS PERTAINING TO
THE ADMINISTRATION OR THE ADMINISTRATIVE AND
OPERATIONAL PROCEDURES, INCLUDING BUDGET-MAK-
ING, PURCHASING AND EMPLOYMENT, OF ALL OF THE
DIVISIONS, BOARDS, COMMISSIONS, OFFICES, AND OTHER
AGENCIES WITHIN THE JURISDICTION OF THE DEPART-
MENT OF LICENSING AND REGULATION AND NO SUCH
RULE OR REGULATION SHALL BE EFFECTIVE UNTIL AP-
PROVED BY THE SECRETARY. NOTHING HEREIN SHALL
BE CONSTRUED TO AUTHORIZE OR REQUIRE THE SECRE-
TARY OF LICENSING AND REGULATION TO REVIEW, AP-
PROVE, DISAPPROVE OR REVISE ANY RULE OR REGULA-
TION OF ANY OF THE DIVISIONS, BOARDS, COMMISSIONS,
OFFICES, AND OTHER AGENCIES WITHIN THE JURISDIC-
TION OF THE DEPARTMENT OF LICENSING AND REGU-
LATION WHEN SUCH RULE OR REGULATION PERTAINS
TO THE REGULATORY, SUPERVISORY, QUASI-JUDICIAL,
DISCIPLINARY OR ENFORCEMENT DUTY OR FUNCTION OF
SUCH DIVISION, BOARD, COMMISSION, OFFICE, OR OTHER
AGENCY.

(c)  In addition to such advisory boards as are or may be estab-
lished by law, the Secretary of Licensing and Regulation may, with
the approval of the Governor, create such advisory boards as such
size as he deems appropriate.

(d)   The Secretary shall be responsible for planning activities of
the Department of Licensing and Regulation, and he shall be au-
thorized to review and approve, disapprove or revise the plans and
proposals of the agencies within the Department of Licensing and
Regulation.

(e)   The Secretary of Licensing and Regulation shall have a seal
for purposes of authentication of copies of records or papers in his
office.

(f)   The Secretary of Licensing and Regulation may investigate
and/or hold hearings concerning any complaint or grievance about
the operation or any determination of any department or other unit
included within the Department of Licensing and Regulation, and
report his findings to the Governor.

221D.

In addition to the meetings of any board or commission within the
Department of Licensing and Regulation, which are provided for by
law or are called by the chairman thereof, the Secretary may, when-
ever he deems it appropriate, call a meeting of such boards or com-
mission for the consideration of any subject which he considers
necessary and proper.
