as the Commission may prescribe, and may, under the direction of
the Commission, issue subpoenas for the attendance of witnesses
before the Commission with the same effect as if they were
issued in an action in the courts of this State, and, may, under
the direction of the Commission, administer oaths in all matters per-
taining to the duties of his office or connected with the administration
of the affairs of the Commission. Disobedience of such a subpoena
and false swearing before such secretary shall be attended by the
same consequence and be subject to the same penalties as if such
disobedience or false swearing occurred in an action in the courts
of this State. The secretary of the Commission shall receive such
salary as shall be provided in the State budget and shall be entitled
to receive his actual and necessary traveling and other necessary
expenses incurred by him in the performance of his official duties,
payable out of said fees. The Commission shall annually make to the
[Governor] Secretary of Licensing and Regulation a full report of
its proceedings for the year ending June 1st each year, and may
submit with such report such recommendations pertaining to its af-
fairs as it shall deem desirable. At the time of making said report
said Commission shall transmit to the [Governor] Secretary of
Licensing and Regulation
a full and detailed statement of all its
receipts and disbursements during the preceding year.

111A.

The exercise or performance of all powers, authority, duties and
functions vested in the Commission by the provisions of this sub-
title, shall be subject to the power and authority of the Secretary of
Licensing and Regulation as set forth in Article 41 of this Code, or
elsewhere in the laws of this State.

112.

The Commission shall have, and hereby is vested with, the [sole]
direction, management, control of and jurisdiction over all boxing
and sparring and wrestling matches and exhibitions to be conducted,
held or given within the State, by any person, club, corporation or
association; and no boxing or sparring or wrestling match or ex-
hibition shall be conducted, held or given within the State except
pursuant to its authority and in accordance with the provisions of
this subtitle. The Commission may, in its discretion, issue, and at its
pleasure revoke, a license to conduct, hold or give boxing and sparring
or wrestling matches and exhibitions to any person, club, corpora-
tion or association to act as a promoter, upon payment of an annual
license fee of one hundred dollars ($100.00) or for an individual
show upon payment of a license fee of twenty-five dollars ($25.00);
and may, in its discretion, issue, and for such cause as said Com-
mission shall deem sufficient revoke, an annual license to act as
referee of such matches upon payment of the annual license fee to
ten ($10.00) dollars; an annual license to participate, as contestant,
in such matches upon the payment of an annual license fee of ten
dollars ($10.00); an annual license to act as second in such matches
upon payment of an annual license fee of ten dollars ($10.00); an
annual license to act as manager of such matches upon payment of
an annual license fee of fifteen dollars ($15.00); and an annual license
to act as a matchmaker upon payment of an annual license fee of
twenty-five dollars ($25.00); and no unlicensed person shall act as
referee, promoter, matchmaker, manager or second of any of such
