Department of Licensing and Regulation are to be confirmed in
the office position or classification which they hold as of June 30,
1970; and to provide for the abolition of the Central Licensing
Office and the transfer of all classified employees and personal
property of said Central Licensing Office to the Department of
Licensing and Regulation; and to provide that all forms in use
by the units of State government included within the Department
of Licensing and Regulation together with all rules and regula-
tions, orders and directives relating to said units of State govern-
ment shall continue in full force and effect pending exercise by the
Secretary or the units of State government covered by this Act;
and relating generally to the creation of the State Department
of Licensing and Regulation and the laws of Maryland involving
those boards, commissions, bureaus, offices, agencies, and other
units of State government to be included in the Department of
Licensing and Regulation.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 221 of Article 41 of the Annotated Code of Maryland
(1957 Edition, 1965 Replacement Volume), title "Governor—Execu-
tive and Administrative Departments," subtitle "Licensing Boards,"
be and it is hereby repealed in its entirety and that new Sections
221, 221A, 221B, 221C, 221D, and 221E are hereby enacted, to be
under the same title but under the new subtitle "The Department of
Licensing and Regulation," all to read as follows:
THE DEPARTMENT OF LICENSING AND REGULATION
221.
(a) The Department of Licensing and Regulation is hereby cre-
ated as a principal department of the State Government. The head
of the Department of Licensing and Regulation shall be the Secretary
of Licensing and Regulation, who shall be appointed by the Governor
with the advice and consent of the Senate.
(b) The Secretary of Licensing and Regulation shall receive such
salary as provided in the State Budget. The Secretary shall serve
at the pleasure of the Governor, shall be directly responsible to the
Governor, and shall counsel and advise the Governor on all matters
assigned to the Department of Licensing and Regulation. The Secre-
tary shall be responsible for carrying out the Governor's policies in
the areas of licensing and regulation.
(c) The Secretary of Licensing and Regulation shall be respon-
sible for the operation of the Department of Licensing and Regula-
tion, and shall establish guidelines and procedures to promote the
orderly and efficient administration thereof. He may establish areas
of responsibility within his office and may reorganize or abolish the
same as necessary to fulfill effectively the duties assigned to him.

(a) The following Departments, Agencies, Boards, Commissions,
Offices, Divisions, and Units of the State Government shall be in-
cluded within the Department of Licensing and Regulation: The
State Athletic Commission, the Banking Board, the Bank Commis-
sioner, the Division of Buildings, Savings and Loan Association
Commissioners, the Maryland Home Improvement Commission, the
