Insurance Division, the Commissioner of Small Loans, the Maryland
State Board of Censors, the Public Service Commission, the Mary-
land Racing Commission, the Maryland Race Fund Advisory Com-
mittee, the Real Estate Commission, the Real Estate Hearing Board,
the Maryland Savings Share Insurance Corporation, the Board of
Boiler Rules, the Board of Barber Examiners, the State Board of
Examining Engineers, the Board of Examining Moving Picture Ma-
chine Operators, the Board of Electrical Examiners and Supervisors,
the State Board of Commissioners of Practical Plumbing, the Mary-
land Architectural Registration Board, the State Board of Cosme-
tologists, the Board of Registration for Professional Engineers and
Land Surveyors, the Maryland State Board of Public Accountancy,
the Board of Inspection of Horse Riding Stables, the Board of
Examiners for Maryland Pilots, the Division of Labor and Industry,
the Office of Commissioner of Labor and Industry, the Advisory
Council on Prevailing Wage Rates, the Advisory Committee on the
Wage and Hour Law, the Occupational Health and Safety Advisory
Board, the Apprenticeship and Training Council, the Employment
Agency Advisory Board, and such other agencies, boards, commis-
sions, councils, offices, or units of government as may hereafter
pursuant to law be declared to be part of the Department of Licen-
sing and Regulation.
(b) The Department of Licensing and Regulation shall not have
a Board of Review, and Section 3C of this Article shall be inap-
plicable to the Department of Licensing and Regulation.
221B.
(a) The Secretary of Licensing and Regulation shall appoint, with
the approval of the Governor, a Deputy Secretary who shall have
such duties as are provided by law or delegated by law or delegated
by the Secretary. The Deputy Secretary shall serve at the pleasure
of the Secretary and shall receive such compensation as is provided
in the State Budget.
(b) The Secretary of Licensing and Regulation shall also have
attached to his office such assistants, professional consultants and
employees as are provided for in the State Budget. He may establish
areas of responsibility within his office and designate assistants to be
in charge of such areas. All staff assistants in the Secretary's office
in charge of particular areas of responsibility, and all professional
consultants shall serve at the pleasure of the Secretary. All other
employees of the Secretary's office, unless otherwise provided by
law, shall be appointed and removed by the Secretary in accordance
with the provisions of Article 64A of the Annotated Code of Mary-
land.
(c) The appointment or removal of personnel by any board,
commission, division, or other agency within the jurisdiction of the
Department of Licensing and Regulation shall be subject to the
approval of the Secretary; however, the Secretary is authorized to
delegate this power of approval to the heads or governing bodies
of the boards, commissions, divisions or other agencies within the
jurisdiction of the Department of Licensing and Regulation.
(d) The Attorney General shall be the legal advisor to the De-
partment of Licensing and Regulation. He shall assign to the
Department such number of Assistant Attorneys General as are now
