Committee, the Real Estate Commission, the Real Estate Hear-
ing Board, the Maryland Savings Share Insurance Corporation,
the Board of Boiler Rules, the Board of Barber Examiners, the
State Board of Examining Engineers, the Board of Examining
Moving Picture Machine Operators, the Board of Electrical Exam-
iners and Supervisors, the State Board of Commissioners of Prac-
tical Plumbing, the Maryland Architectural Registration Board,
the State Board of Cosmetologists, the Board of Registration for
Professional Engineers and Land Surveyors, the Maryland State
Board of Public Accountancy, the Board of Inspection of Horse
Riding Stables, the Board of Examiners for Maryland Pilots, the
Division of Labor and Industry, the Office of Commissioner of
Labor and Industry, the Advisory Council on Prevailing Wage
Rates, the Advisory Committee on the Wage and Hour Law, the
Occupational Health and Safety Advisory Board, the Apprentice-
ship and Training Council, the Employment Agency Advisory
Board, and such other agencies, boards, commissions, councils,
offices, or units of government as may hereafter pursuant to law
be declared to be part of the Department of Licensing and Regu-
lation; to provide that said Department shall not have a Board
of Review; to provide that the Secretary of Licensing and Regu-
lation be responsible for the budget of his office as well as boards,
offices, agencies and other units of State government within the
jurisdiction of his department; to provide that the Secretary be
responsible for promulgating rules and regulations for his office,
and to permit the Secretary to create advisory boards; to provide
that the Secretary be responsible for planning activities of the
Department; to provide that the Secretary have a seal for pur-
poses of his office; to provide that the appointment or removal
of personnel by any unit of State government, within the juris-
diction of the Department, shall be subject to approval of the
Secretary, provided, however, that the Secretary is authorized
to delegate this power of approval to the heads of the units of
State government within his jurisdiction; and to provide further
that any appointment to a particular office within the department
which is made by the Secretary, with the approval of the Gover-
nor, with the appointee to serve at the pleasure of the Secretary,
the Secretary shall not be permitted to remove the appointee with-
out first obtaining the approval of the Governor; to provide that
the Secretary may investigate and/or hold hearings concerning
any complaint or grievance about the operation or determination
of any unit of State government located within the department
and authorizing the Secretary, whenever he may deem it appro-
priate, to call a meeting of any board, unit of State government,
or commission under the jurisdiction of his department; to revise
the membership of the Board of Building, Savings and Loan As-
sociation commissioners as well as the qualifications for member-
ship on said board; to abolish the office of Administrator of Loan
Laws and Deputy Administrator of Loan Laws and to establish
the office of Commissioner of Small Loans and to provide for
the transfer of all employees, books, papers, files, records, furni-
ture, fixtures, and all other personal property of the office of the
Administrator of Loan Laws, except those employees abolished
by this Act, to the office of the Commissioner of Small Loans;
and to provide that all persons who, on June 30, 1970, are mem-
bers, officers, or employees of any departments, offices, boards,
or units of State government which are to be included within the
