bonds, his signature or countersignature shall nevertheless be valid
and sufficient for all purposes the same as if he had remained in
office until delivery. The bonds shall be sold in such manner, either
at public or private sale, and upon such terms as the legislative body
of the municipality or county deems best, or any contract for the
acquisition of any industrial building or buildings or port facility
may provide that payment shall be made in such bonds. Bonds is-
sued under this subheading shall not be subject to the provisions of
Sections 9, 10 and 11 of Article 31 of the Annotated Code of Mary-
land (1957 Edition), as amended from time to time. [In no event
shall any bonds be negotiated on a basis to yield more than 6% ex-
cept as provided in Section 266C (b).] The bonds and interest
thereon shall be payable solely from the revenue derived from the
building or buildings or port facility. On the advice of counsel, it
may be plainly stated on the face of each bond that it has been is-
sued under the provisions of this subheading and that it does not
constitute an indebtedness to which the faith and credit of the
municipality or county is pledged.
Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
16 of the Code of Public Local Laws of Carroll County (1965 Edi-
tion, being Article 7 of the Code of Public Local Laws of Mary-
land), title "Carroll County," subtitle "County Commissioners,"
last amended by Chapter 99 of the Acts of 1957; reducing the
required number of meetings and the compensation of the Com-
missioners of Carroll County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 16 of the Code of Public Local Laws of Carroll County
(1965 Edition, being Article 7 of the Code of Public Local Laws of
Maryland), title "Carroll County," subtitle "County Commissioners,"
last amended by Chapter 99 of the Acts of 1957, be and it is hereby
repealed and re-enacted, with amendments, to read as follows:
16.
There shall be three County Commissioners for Carroll County
who shall each receive a salary of twenty-eight hundred dollars
($2,800.00) per annum; and in addition thereto each Commissioner
shall receive an allowance for expenses incident to the official dis-
charge of his duties as provided in Section 28 of Article 25 of the
