(b) If the act of execution or attachment leads into an actual
sale of property, the Sheriff of Harford County may charge and
collect an additional poundage fee, computed on the sale price of the
property sold, as follows:
(1) For personal property: 3% of the first $5,000.00 of sale
price, plus 2% of the second $5,000.00 of sale price, plus 1% of any
portion of the sale price in excess of $10,000.00. Under this para-
graph in any event, the minimum fee is $3.00 and the maximum fee
is $500.00.
(2) For real property: 1½% of the first $5,000.00 of sale price,
plus 1% of the second $5,000.00 of sale price, plus ½% of 1% of any
portion of the sale price in excess of $10,000.00. Under this para-
graph in any event, the minimum fee is $1.50 and the maximum fee
is $250.00.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1,1970.

(House Bill 1068)
AN ACT to repeal and re-enact, with amendments, Section 266C
(a) and 266D of Article 41 of the Annotated Code of Maryland
(1965 Replacement Volume and 1969 Cumulative Supplement),
title "Governor—Executive and Administrative Departments,"
subtitle "Department of Economic Development," subheading
"Industrial Buildings for Counties and Municipalities," changing
the interest rate on bonds authorized thereunder.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 266C (a) and 266D of Article 41 of the Annotated
Code of Maryland (1965 Replacement Volume and 1969 Cumulative
Supplement), title "Governor—Executive and Administrative De-
partments," subtitle "Department of Economic Development," sub-
heading "Industrial Buildings for Counties and Municipalities,"
be and they are hereby repealed and re-enacted, with amendments,
to read as follows:
266C.
(a) The bonds may be issued to bear interest at a rate [not to
exceed six percent per annum] or rates to be determined by the
legislative body of the municipality or county, payable either an-
nually or semiannually, and shall be executed in such manner and
be payable at such times not exceeding twenty-five years from date
thereof and at such place or places as the legislative body of the
municipality or county determines.

Bonds issued pursuant to this subheading shall be negotiable. If
any officer whose signature or counter-signature appears on the
bonds or coupons ceases to be such officer before delivery of the
