The Department may take advantage of any available federal pro-
gram to augment the moneys made available to the Department
under the provisions of this subheading.

The Secretary may promulgate rules and regulations to implement
the provisions of this subheading.

Sec. 2. And be it further enacted, That if any portion (word,
sentence, paragraph, proviso or section) of this Act shall be held
invalid for any reason, the remaining provisions shall remain in full
force and effect, and such invalid portion shall be considered severed
and deleted from this Act.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1970.

AN ACT to add new subsections (m), (n), and (o) to Section 645
of Article 43 of the Annotated Code of Maryland (1965 Replace-
ment Volume), title "Health," subtitle "Sanitary Districts," to
follow immediately after subsection (1) of Section 645 thereof
and to be under the same title and subtitle, and to repeal and
re-enact, with amendments, Sections 650 (b) (8), 650 (b) (9),
650 (b) (10), 650 (b) (12), 650 (b) (13), 652 (b), 653 (a), 654
(a), 654 (e), 656, 663, 664, 665, 666, and 668 of Article 43 of
the Annotated Code of Maryland (1965 Replacement Volume and
1969 Supplement), title "Health," subtitle "Sanitary Districts," to
provide for the planning, acquisition, establishment, construction,
operation and financing of solid waste disposal systems and solid
waste acceptance facilities by Sanitary Districts, and increasing
the permissible interest rate TO PROVIDE THAT SANITARY
DISTRICTS COMMISSIONS MAY DETERMINE THE INTER-
EST RATE on bonds issued by Sanitary Districts. to 8% per

annum.

Section 1. Be it enacted by the General Assembly of Maryland,
That subsections (m), (n), and (o) of Section 645 be and they are
hereby added to Article 43 of the Annotated Code of Maryland
(1965 Replacement Volume), title "Health," subtitle "Sanitary Dis-
tricts," to follow immediately after subsection (1) of Section 645
thereof and that Sections 650 (b) (8), 650 (b) (9), 650 (b) (10),
650 (b) (12), 650 (b) (13), 652 (b), 653 (a), 654 (a), 654 (e),
656, 663, 664, 665, 666, and 668 of Article 43 of the Annotated
Code of Maryland (1965 Replacement Volume and 1969 Supplement),
title "Health," subtitle "Sanitary Districts," be and they are hereby
repealed and re-enacted, with amendments, and all to read as follows:
