(m) The term "Solid Waste Disposal System" means any system,
whether publicly or privately owned, which provides scheduled or
systematic collection of solid wastes and their transportation to and
treatment or other disposition at a solid waste acceptance facility.
A solid waste disposal system includes all solid waste acceptance
facilities used in connection with the system.

(n) The term "Solid Waste" means all refuse materials, other
than gaseous and liquid wastes, from all public and private establish-
ments and residences.

(o) The term "Solid Waste Acceptance Facility" means any sani-
tary landfill, incinerator, transfer station or any other type plant
the primary purpose of which is for the disposal, treatment or
processing of solid wastes.

(b) (8) To acquire by gift, purchase or by the exercise of the
right of eminent domain, in the manner prescribed by Article 33A
of the Annotated Code of Maryland (1957 Edition), as from time
to time amended, lands or rights in land or water rights in con-
nection therewith; provided, however, that no property or any
interest or estate therein owned by any county, city, town or other
political subdivision of the State shall be acquired by the exercise
of the power of eminent domain without the consent of the govern-
ing body of such county, city, town or political subdivision, nor any
existing privately owned and operated water [or] , sewerage or
solid waste acceptance facility
system without the consent of the
owners and operators thereof except a privately owned and operated
system or facility may be condemned without consent if it is required
as an integral part of a sanitary district created under this subtitle
or if the system is not being maintained and operated in com-
pliance with applicable laws and regulations of the State. At any
time after ten days after the return and recordation of the verdict
or award in any condemnation proceedings, the district may enter
and take possession of the property so condemned, upon first paying
to the clerk of the court the amount of said award and all costs
taxed to that date, notwithstanding any appeal or further proceed-
ings upon the part of the defendant. At the time of said payment,
however, the district shall give its corporate undertaking to abide
by and fulfill any judgment in such appeal or further proceedings.

(b) (9) To combine any water system [and] , any sewerage
system, any solid waste disposal system and solid waste acceptance
facility
as a single system for the purpose of operation and financing.

(b) (10) To enter into contracts with the federal government, the
State of Maryland, or any agency or instrumentality thereof, or
with any municipality, private corporation, copartnership, associa-
tion or individual or other district created under the provisions of
this subtitle providing for or relating to the furnishing of services
and facilities of any project of the district or in connection with
the services and facilities rendered by any water system [or] ,
sewerage system or solid waste disposal system or acceptance facility
owned or controlled by the federal government or the State of Mary-
