is hereby levied and imposed an annual State tax on each $100 of as-
sessable property at the rate to be determined in the following man-
ner: on or before May 1, 1971, and on or before May 1, in each taxable
year thereafter, the Board of Public Works shall certify to the govern-
ing bodies of each of the counties and Baltimore City the rate of State
tax on each $100 of assessable property necessary to produce revenue
to meet interest and principal which will be payable to the close of
the next ensuing taxable year on all certificates theretofore issued or
authorized by resolution of the Board of Public Works to be issued
and the governing bodies of each of the counties and Baltimore City
shall forthwith levy and collect such tax at such rate.

All matter MATTERS committed by this section to the discretion of
the Board of Public Works shall be determined by a majority of said
Board.

The Secretary shall have the power and authority to implement
the provisions of this subheading including, but not limited to, the
power and authority to backfill, grade, and revegetate abandoned
strip mines, to seal abandoned deep mines and to control erosion and
water drainage.

679.

Land acquired under the provisions of this subheading may be sold
to a private person or retained by the State or
TRANSFERRED TO
a political subdivision of the State after such land has been repaired
REHABILITATED and water pollution from the land has been con-
trolled. All purchases, sales and transfers of land will be by an action
of the Board of Public Works and the Board may promulgate regu-
lations governing such transactions. The Board of Public Works may
accept gifts of land from private citizens, groups, quasi-public organi-
zations and political subdivisions of the State in order to accomplish
the purposes of this subheading. Land thus acquired by the State,
after repair
REHABILITATION and control of water pollution, shall
be either sold or retained by the State or
TRANSFERRED TO a po-
litical subdivision of the State as directed by the Board of Public
Works. Any moneys received from the sale of land acquired hereunder
shall be deposited in the Treasury and shall constitute a permanent
special fund to be known as the "Abandoned Mine Drainage Capital
Fund." The moneys in the Abandoned Mine Drainage Capital Fund
from time to time may be expended for the same purposes as the
proceeds of the loan authorized by this subheading, and such moneys
shall be used for no other purpose.

The Department may cooperate with other State agencies or polit-
ical subdivisions of the State and expend funds jointly for water
pollution control projects undertaken under the provisions of this
subheading where the objectives of such projects may be better
achieved or economies may be realized by such cooperation and joint
action, or in instances where such cooperation and joint action is
determined to be in the public interest.
