the Board of License Commissioners of Howard County may give
tentative approval of the application on the basis of plans and
specifications accompanying the application. Upon completion of
the building in accordance with the aforesaid plans and specifica-
tions, the [liquor board] Liquor Board and the Board of License
Commissioners of Howard County
may give final approval of the
application.

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the im-
mediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of all
the members elected to each of the two houses of the General As-
sembly, the same shall take effect from the date of its passage.

CHAPTER 224
(House Bill 1303)

AN ACT to repeal and re-enact, with amendments, Section 51(h)
of Article 25 of the Annotated Code of Maryland (1966 Replace-
ment Volume), title "County Commissioners," subtitle "County
Treasurers"; Section 83 of the same Article, Code and title, sub-
title "Draining Lands"; Section 33(a) of Article 66˝ of the
Annotated Code of Maryland (1967 Replacement Volume), title
"Motor Vehicles," subtitle "Administration—Registration—Titl-
ing," and to repeal Section 45 of the Code of Public Local Laws
of Caroline County (1965 Edition, being Article 6 of the Code of
Public Local Laws of Maryland), title "Caroline County," subtitle
"County Treasurer," to provide the County Treasurer of Caroline
County with one salary in lieu of a salary plus fees and commis-
sions and repeal of an obsolete section in the local law related
thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 51(h) of Article 25 of the Annotated Code of Maryland
(1966 Replacement Volume), title "County Commissioners," subtitle
"County Treasurers"; Section 83 of the same Article, Code and title,
subtitle "Draining Lands"; Section 33(a) of Article 66˝ of the
Annotated Code of Maryland (1967 Replacement Volume), title
"Motor Vehicles," subtitle "Administration—Registration—Titl-
ing," be and they are hereby repealed and re-enacted, with amend-
ments, and Section 45 of the Code of Public Local Laws of Caroline
County (1965 Edition, being Article 6 of the Code of Public Local
Laws of Maryland), title "Caroline County," subtitle "County
Treasurer," be and it is hereby repealed, all to read as follows:

51.

(h) The county treasurer of Caroline County shall receive an
annual salary of [$3,000.00] $8,500.00 and this shall be his sole
