not be construed to extend to any cases or circumstances, except
those set forth and provided in Section 4 of Article 26, of the An-
notated Code of Maryland, as within the power of the several courts
of this State to inflict punishment for contempt of court.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 188
(House Bill 698)
AN ACT to add new Section 126B to Article 66C of the Annotated
Code of Maryland (1969 Supplement), title "Natural Resources,"
subtitle "Birds, Game and Inland Water Fish," subheading
"Hunter's License," to follow immediately after Section 126A
thereof, authorizing the Department of Game and Inland Fish to
issue permits to certain disabled persons to hunt from automobiles.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 126B be and it is hereby added to Article 66C of the
Annotated Code of Maryland (1969 Supplement), title "Natural Re-
sources," subtitle "Birds, Game and Inland Water Fish," subhead-
ing "Hunter's License," to follow immediately after Section 126A
thereof, and to read as follows:
126B.
The Department is hereby authorized to issue to a disabled per-
son who is suffering from paraplegia and has permanent paralysis
of both legs and lower parts of the body, or who is suffering from
hemiplegia and has permanent paralysis of one leg and one arm or
either side of the body, or who has suffered amputation of both
feet or one hand and one foot or is permanently confined to a wheel-
chair or must use crutches or other similar means of support to
pursue his daily activities and who qualifies for a hunting license
under the provisions of this subtitle, a special permit permitting
said person to hunt while using an automobile or vehicle, PROVIDED,
SUCH AUTOMOBILE OR VEHICLE IS NOT MOVING AND IS
NOT ON A PUBLIC HIGHWAY. The Department shall prescribe
rules and regulations requiring applicants for this permission to
submit reasons for granting of this request, and shall require said
persons, if permission is granted, to carry said permits upon their
person while hunting.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.
